List the changed or changing conditions in the a.reaor in the City which make this zone change necessary. Apparently, the subject A -P district was approved by Counsel to act as a buffer between the C-l district fronting University Drive and the R -4 district (improved as Cedar Creek Condominiums) contiguous to the south ofthesubjectA.;P district. The recent rezoning of the abovedescribedC-l..district'toa C-B district has effected the following alterations for the use of the formerC-l district: 1. Required building.setbacks from University Drive to be increased from 25' to 40', and increased parking lot setbacks from 8' to 20'. These factors have effectively reduced the amount of land available for improved commercial realty improvements. ii. The new C-B district requires, among other things, modification. of sign age and building colors, a mandate for underground utilities, and requirements for additional landscaping that reduce the. intensity of commercial uses., as' well as . provide a more appealing physical aPPearance fQr future commercial improvements. Th~se c;hauges have provided an effective buffer, tosorrie extent, from typical commercial use intensities. 2. Indicate whether or not this zone chan~e is in.accordance with the Comprehensive Plan. If it is not. explain why the Plan is incorrect. This zoning change is not in accordance with the Comprehensive Plan. The Plan is not necessarily. incorrect; this rezoning request is being made to ascertain if the proposed use is as viable and appropriate as the current use. 3. List any other reasons to 'support this zone, change. The current physical configuration of the A-Ptract(125' X 602') has a poordepth-to- length ratio and could be considered inappropriate for physical improvements of any type. As of the date of this application, no existing A-P use with the above described site characteristics were could be found in College Station.
