Three undeveloped tracts in thestudy area are impacted by the Burton Creek flood plain and
steep slopes. These include theJargeR-1tract (TractEtFi~ure 2)located in the Northeast
Quadrant of thesrody area, the Wheeler tract located at the southwest corner of the Lincoln/
University intersection and the small triangular shaped A-Ptract on the north side of University
justeast of Spring Loop. Portions of these tracts are subject to flooding and could be found to
be topographically unsuitable for some types of development.
UTILITY,'.AV.AIL.ABILITY
Ample water service infrastructure and capacity is in pI a ceto accommodate existing and future
development in the University Drive study area. Since 1985 water service and capacity have
bE~en improved with the completion of the Lincoln/Munson water line, a project funded
through the City's Capital Improvements Program~ The Lincoln/MunsonUpgrade, shown in
Figure 9, begins on Lincoln atM unson and extendseastup Lincoln and Universi ty to the Bypass.
This upgrade substantially improved water service capacity and accessibility to the area.
S4~wer service to the University Drive study area is provided via a series of lines w ruch extend
off of a majorsewer trunk line serving the area. Theservice areas ofthelesser lines form ,subareas
ofserviCe for which there are corresponding capacitylimits. Currently, there is sufficient sewer
capacity to serve existing development and enough to a ccommodatefu ture developm~nt in the
sltudy area if similar land use types and densi ty levels continue to develop. However, dep~nding
on the type of furore commercial use, if the entire corridor were to develop commer<1aliy with
hotels, washaterias, and cafeterias, etc. there would not be ample sewer capacity.
There are plansfor sewer capacity improvements to the University Drive corridor study area.
The Burton Creek Sewer Improvement Project, or'Thase 1" and ''Phase 2" on Figure 9, when
completed will approximately double the existiIlgsewercapacity in the study area. Phase 1 of
this project will add a major sewer trunk line that will. extend parallel to the East Bypass. Phase
1 designandconstruction documents are complete and the engineering costs are budgeted for
1991-'92. Pha.se 2 of the project calls for a majortrunk line beginning fromthe Phase 1 line at the
Bypass and extending west generally along the Ilorthernborder of the study area and
continuin.galong the Chimney Hill Street right-of-way. Completion dates for these sewer
improvement plans are not known. The Burton Creek plans will be implemented as develop-
rnentmandates.
Currently, there is sufficient gas service and availability for existing development in the
University Drive corridor. Gas service to the studyarea is provided via two high pressure gas
lines which are illustrated in Figure 9. These lines are contained within an easement which
prohibitsstrucrores which couldthereby affect development. There is a possibility that the lines
could be moved at developer' sexpehse in orderto allow for future development. There is also
a pressure reduction station in the study area. Both high pressure gas lines connect with this
station.

CONCLUSIONS AND RECOMMENDATIONS
The Sub-committee offers the following conclusions and recommendations based on their
study:
1. The existing land uses refIected on the Land Use Plan on the north side of University from
Tarroweast to Spring LboparestilT appropriat~~ These consist of commercial and office uses
and medium density residential uses.

The City should anticipate possible opposition regarding. the vacant C-l tract on the
northwest comer of University and the EastBy-Pass~ This property had an approved site
plan for aservicestation severalyears ago buta permit was never requested. There may also
be some opposition from the developer of the Glenhaven Subdivision regarding the vacant
C-lpropertyat the comer.
RECOMMEND~TION:
Adopt an ordinance amending the Zoning ordinance creating a new commercial zoning
district which. would be available City-wide for locations, appropriate for commercial, uses
but not the range allowed inC~l, and
RezonethroughCityinitiationallC-ltracts withinthe study area to C-B as shown on Figure
12.Qnly the comer portion 'of thee -1 property in Glenha yen should be rezoned to C -B as
shown on Figure 12.
TheWheelertractIocatedonthesouthwestcomerofUniversity and Lincoln is anappropri-
ate locationforC-B zoning. The southeast corner would be most appropriate, as.A-P.
RECOMMENDATION:
Consider rezoning upon request of the Wheeler tractonthewesttoC-B and the one on the
easttoA-P.
The R4 ..tr.actshownasTractE (Figure 2) is large . enough to be. . developed under different
acceptable scenarios and analysis of specific proposals should be made at the time of request.
RECOMM'ENDATION:
Leave theR-lzoning Of Tract E until such time as rezoning is reques ted. Specific recommen-

THE WHEELER PROPERTY AT LINCOLNANl)' UNIVERSITY
The Sub-committee examined the Wheeler property at the intersection of Lincoln and Univer-
sity 'and felt that ,if the proposed C-B'"districthadbeenavailable at,.the time of'the ,rezoning
r'~quest,the western corner would bean appropriate location for this district. It would be more
compatible with surrounding land> uses and more closely aligned with the intent of the
recommendations in the original study which called forlimitedcommercial zoning on this tract.
The Sub-committee determined that t:he,easterncorner would be appropriately zoned as A-P.
The Sub-committee also determined that the recommendation in the original study that

e:)(tensionof Lincoln,Streethas occurred. The shape and size of the western corner since the

developed dueto the orientation of the existing lots.
THEC-NPROPERTYATTHECORNER OF SPRING LOOP
A~t the time of the 1985 study the property on the northwest corner of Spring Loop and
UrniversityDrive was,zone,d.C-N,NeighborhoodBusiness.It,had,beenrezoned from R-4 Low
D~ensityApartments.At the time of therezonin:g a project was being proposed which was
sllbsequentlyabandoned., The property has remained vacant since that time. As previously
rrtentionedthere are two uses which the Sub-committee would not recommend be developed
along this corridor. These two uses are gas stations and convenience stores. Because the C-N
ze)neis specifically designed for the latter use the Sub-committee determined that this property
should be rezoned. The size and shapeof the property are not conducive to the new C - B district
n~or the currently availableC-3Planned Cornmercialdistrict.The Sub-committee determined
t11e most appropriate classification for this tract to be the R-4 zone. The current Land Use Plan
rE~flects this property as medium density residential.
THE NORTHEAST QIJADR.A.NT
The largeundevelopedareaonthenorth sideofUniversi tyat the intersection of the By- Pass has
p~otentialforvarious,landuse.scenarios..The property does have extensive "floodplain that will
innpactdevelopmentalternatives.Thepropertyiscurrentlyzon,edC-l at the corner and west
along University with R-l (TractE,Figure 2)tothenorth.TheSub-committee determined that
tIle original recommendation ofutilizing some of theR-l to increase the depth of the commercial
property is still an appropriate recommendation. The Sub-committee recommended that Staff
evaluation of different development scenarios should wait until development pressures cause
requests to be made.

Spring Loop and University Drive from C-N to A-P. The tract is owned by TAC Realty. This rezoningJs being
initiated by the City of College Station upon recommendation of the University Drive Report.
ITEMSlJMMARY: The University Drive Reportoriginallyrecommended rezoningthisTAC tract to R-4,which
had been the zoning on the property prior to the currentC-N zoning. This recommendation was based on the, fact
that the property was originally platted as two lots, was designed forfourplex developlllent and has existing fourplex
development adjacent to it. Council modified this recommendation to initiate rezoning to A-P'rather than R-4.
Staffinitiated zoning to A-Pandbroughtthecase to the Commission in February. At that saIne meeting the ANCO
request to rezone their adjacent A~Ptract to C-B washeard.P&Zrecommeuded approval of t~e ANG:<D, request for
C-Band tabled their consideratiollof the City initiated C~N to A-P item until Council had acted oIl thy Adjacent
ANC() rezoning. ,Council denied theANCOrequestby a 5-2 vote on 2-27 . Council's COInme~t to:[p~ZJ, a fier that
action was that their desire was to see a mix of uses alongl.1niversityand thatthis should give :theGointl1ission the
direction it was seeking.
When the COmmission reconsidered theTAC tract the 'applicant stated hisconcem with the small size of the tract
and a rezoning to A-P.He feels that a convenience store is the only viable-use for the tract.
Staff feels that to leave ,the prop.erty, C~N is contrary to the recommendations of thel.1niversity Drive Report.
Conversely, if this propertyre~ainsC-Nauddoesdevelopasaconvenience storeitwouldbethe only one along
University Drive. At present, since the Cityinitiatedrezonings toC-B, there are no tracts a long University tba t
would allow a stand-alone convenience store other than this TAC tract.
