TO DRIVEWAY ' ACCESS LOCATION AND DESIGN; AND PROVIDING AN EFFECTIVE DATE. ,, WHEREAS, proper. driveway access design and location :are essential: to the maintenance of safe and efficient traffic flow;. WHEREAS., in order to, prevent '-the proliferation of poorly spaced driveways, -driveway access design policies, that can irnprove safety and maintain: carrying capacity. of public roadw~~s, should be promulgated to apply o all properties for which a land use or property,. boundary change is proposed;. WHEREAS, the impact of driveways an traffic safety and roadway carrying capacity makes it apparent that it is in the best interest of a community to have ~ driveway access policy which limits the number of driveways to safely accommodate the raffic generated by each property, provides adequate spacing between adjacent driveways or :adjacent streets to reduce accident potential and ensure proper geometric design to promote traffic safety and enhance the capaoty of the roadway; WHEREAS, driveway location and design impacts traffic safety;- WHEREAS, right turns into and out of driveways, requiring only a speed. change, a merge or demerge, .and a turn which may cause an encroachment on an adjacent travel lane, have the least impact on traffic safety; WHEREAS; left turns, requiring a speed change,. merge or demerge, and the. crossing of apposing traffic.,-cause mare conflicts:; WHEREAS, adequate driveway spacing provides enough roadway for miotor vehicles to melee turns at adjacent drives such that acceleration -deceleration areas do not overlap; and !,, WHEREAS, the potential for accidents increases when driveway spacing decreases to he point ~; where speed change and merge areas begin to 'overlap for turning movements at adjacent '~ driveways; NOW THEREFOR E, BE` IT ORDAINED 6Y THE CITY COUNCIL QF:THE CITY OF CC}LLEGE STATICJN, TEXAS; !I ~~ r ~ Ordinance No. Page 2 i I ~ ~ ~ I~ 1 i . Ordinance No, age 4 (vii) The number and location of driveways on existing adjacent snd opposite properties; (viii) The location and carrying capacity of intersections; (ix) The proper geometric design of driveways;. (b) { Driveway access to arterials shall not be permitted for parking or loading areas that require backing maneuvers in a: public strut right-of-way. Driveway access to collector treets for commercial or multifamily developments shall not be permitted for parking or loading areas that require backing maneuvers in a public street right-of~way. ~ (c) Qne curb cut shall be allovued for :access to single family and duplex ~~ residential tracts. More than one curb cut may be allowed upon approval i by the City Engineer or his designee, l d O For corner tracts access to residential trac#s shall be taken from the lesser street. The { City of College Station Streets are: classified as follows; ".: - .. (i) Major Arterial; (ii) Minor Arterial; =' (iii) Collector; and, (iv) Loce l Street. (b) Mayor arterial, minor arterial, and collector streets in the. City of College ~~ ~ Station are i~ndieated~ on ~the~ Thoroug hfare and Transportation Improve~nent~ ~~ Plan. The functionalclassification of any treet in the ~Citynotindicated as an arterial or collector street on this plan shall be determined using the functional street classification defined by the American Ass4catioru of State Hi hwa `and Trans ortaton Qfficals AASHTQ "teen book'°, A _g y p { } g _ Polio on Geometric Deli n of Hi hwa s and Streets.. (c) Driveway access spacing shall be measured from the center line of the proposed driveway pavement to the nearest edge of the roadway of the ,, ;, i l 1 i adjacent or opposite driveway or street as indicated in Figure 1 Transportation, Sections 4-fi01 and 4-fi~2. i Ordinance No, Page 10 (5) Shared AccessC (a) ~~ A point private access easement may be required between adjacent (lots ~ frontin on arterial and collector streets in order to minimize the` total g number of access points along- those- streets and to facilitate traffic flow between lots. The location and dimensions of said easement shall be determined by the City Engineer. (b) Private cross access easements-may be required across any lot frontingi on an arterial or collector street in order to minimize the number of access points and facilitate access between and across individual lots. City. of College Stations Standard Specifications for Street Construction and the construction standards as set forth in :.Section 9 of the Zoning ordinance. ~ (b) Curb cuts for driveways shall not be permitted in the curb return oif an i intersection.. a (c) - .. . The curb return radii for driveways intersecting at right angles with the roadway ar~d without a deceleration lane shaA be as follows: (i) Curb return. radii for Residential (Single I=amly and Duplex) a Drivewa located on local or collector streets hall be between 25 y I #eet and 10,0 feet as shown in Figure 3. Flare type residential driveways must also adhere to these dimensional criteria.
