AMENDING SECTION 8 SUPPLEMENTARY REGULATIONS,, AND SECTION ?DISTRICT USE REGULATIONS, OF ORDINANCE Na. 1638 THE ZONING'ORDINANCE FOR THE CITY OF COLLEGE STATION, SPECIFLt:ALLY ~', TO ADD RESTRICTIONS REGULATING RECYCLING DROP OFF FACILITIES. i WHEREAS, the City Council of the City of College Station, Texas held a public hearing in the City Hall at 7:00 p~m. on Thursdays September 12, 1991, on the question of restricting '~ rec chin dro of facilities, y_ g p i i A~'D WHEREAS, the City council has determined- to amend the~~e sections, ~ THEREFORE, BE IT t~RDAINED BY THE CITE COUNCIL OF COLLEGE STATIC}I~ f` TEXAS ~! Amend Section 8 by adding: i CILITIES Section 8.18 RECYCLING FA Ao FURP~SE: The purpose' of this section is to establs~i standards for large and small recycling facilities that will encourage recycling by offering convenient, versatile drop-aff points. Certain standards that regulate signage, fencing and screening, hours of operation, security, setbacl~, sight. clearance, landscaping, parking, and noise are necessary to ensure that al other goals and objectives of the comprehensive plan are met. ~. DEFINLTIONS COLLECTION FACILITY - LARGE. A recycling facility ~ ~ located on an independent site, or larger than i00 square feed, where invited mechanical processing may ar may not occur, depending on the zoning district ' in which the facility is located. CoLLECTI:ON FACILITY ~ SMALLs A facility that occupies no more than; 500 square feet, and provides containers far collection only of source separated recyc ables,.with no power-driven. processing equipment on si e. Small collection facilities are i ~~~ ~ ~ `~ ~, ;~~~ nor~ally located on: parking late of the Most use. These may include, but are not limited to, bulk reverse vending machines', a grouping of reverse vendngmaChnes that exceed 54 square feet, kiosk type tructures that may include permanent structures, and .unattended recycling bins placed for the donation ~f reoyclable materials. RECYCLABLE MATERIALS;: Those ~ateria s specifically listed at a particular site as acceptable. _Such materials may include, but are no limited to, aluminum products, clean glass containers, bimetal containers, newspapers, magazines:, periodicals, plastic containers, yard wastes paper and cardboard, phone books, and scrap metal. RECYCLING: The eparaton, collection, processing, recovery, and sale of metals, glass, paper, plastid, and other materials which would otherwise be di posed of as solid waste, whc~ are intended for reu a remanufacture or reconstitution for the purpose of using the altered form. RECYCLING BIN:; A container used: to collect recyclable materials, at which no fee is collected from:th~ person depositing the materials.' REVERSE VENDING MACHINE: An automated mechanical device which accepts at least one. or more types of beverage containers including, but not limited to, aluminum cans.,., glass and plastic bo tles, and-which issues a cash refund or a redeemable credt..slp. Sorting and processing occurs entirely within tZie machine. REVE~tSE VENDING 'MACHINES - BULK s A reverse vending machine that is larger than 5Q square_ feet and is designed to accept more than one con aner at a time and to pay...:: by weight. For the purpose of these re triations bulk reverse. vending machines will. be considered small collect-ion facilities. REVERSE SENDING MACHINE -SINGLE FEED: A reverse vending machine. that accepts materials one item at a time. C. SINGLE FEED REVERSE VENDING MACHINES Single feed reverse vending machine Wray be located without a permit either in the interior or immediate ex erior of com~ercial, industrial, or public facilities. Small collection facl ies may be permitted when established on an improved surface in. canjunctian with an existing commercial or industrial use or public facility. The host facility must be in compliance w%th all City codes. No facility may occupy more than fi a hundred (500} square feet, nor occupy more than five t 5 ~ parking spaces of the host site. All vehicular and' pede Irian circulation aisles shall: be unobstruoted.. Setbacks, Each-facility shall be set back at least ten X10} feet from any Right of Way line when loca ed in front of the host use. Side, side street, and~rear setback established for commercial-uses shall be maintained. Containers intended for 24-hour donation of materials shall be at least forty ~ 40 ~ feet from .any property zoned or developed for residential use. Attended facilities within 100 feet of residentially zoned or developed property shall operate-only between the hours bf g : 0 0 a. m. and 7 : 0 0 p . ~a. Landscaping: A small collection facility shall not be placed on the host site in such a manner as to impair the landscaping required for the :subject site. Parkngs one space will be required if an at endant is provided. Occupation of parking spaces by the collection facility and attendant shal not reduce available parking spaces below the minimum number required by ordinance for the ho t site. Noise. Noise level shall not exceed 6OdBA as measured at the property line df residentially zoned or developed property, otherwise noise lave s shall not. exceed 70d~A. E. LARGE COLLECTION FACLLITLES Each project shall receive,Profect Review Committee review. Large collection facilitie may be located in any commercial district upon receipt of a Candi Tonal Use Permit, and shallbe a permitted use in any industrial zoning district'o 'Any faclitX located: within 5Q0 feet .from property zoned or developed for residential use ..shall not be in operation between TsO~ p.m. and 7~0o a.mo Mechanical processing may be permitted in C-1, 'C-2, and in any industrial district. Each facility shall be screened from thee. public right-of way by operating in an enclosed buildrng wthno outside storage or ~y operating within an urea enc osed by an opaque fence at least eight ~8). feet in height.
