Dear Jim and Jane:
Enclosed please f ind a letter I xeceved oday from -Terry
Rowan of First City Bank who has voiced a legitimate concern
regarding the approval process of re-plats and amending plats
within the City of College station. His suggestion is that the
lender ~ if any) be contacted prior to any approval _ of a re-p:Lat or
.amendment of a plat. He first voiced his concern to me by phone
on November 21. I..asked him to put his concern in writing ,and he
has done so.
I would appreciate it if copies of Terry's lette-r could be
made for each of the Commission members and if thin. item could be
laced on the agenda of the next Planning & Zoning Commission
p
meeting.
1t would be of interest, and may. lend dome support to`Terry's
request, if we could also find out if other cities require the
.lender to approve (or be informed of} any re-prat or amendment
prior to its approval by the P & Z Commission.

As a follow-up to our conversation of November 21 19.90, 'I would
request that he College S anon Planning and Zoning Commission
~~ make it a requirement that any final pla ,amending plat, or re-
plat require the signature of: the lender, prior to approval by
your committee.
"Generally, a lender is presented a request for financing of real
.;estate under a `certain .set of assumptions for usage of the
property. Theis normally includes a preliminary plat, which is
generally followed up with a final plat. In most of ,these
instances, especially in those that involve subdivisions, the
