We applaud the city ~i.n it's: foresight in requiring cer.-fain criteria to ensure that" our community maintains ~~, quality environment for it's res~:.dents. We are in .total agreement that the display of banners on a permanent basis does noth~irlg to enhance- either a property or the community as a whole. It has 'peen ~~ought to our attention t.nat those properties who have chosen to fly flags other than the ~Jnited States or Texas flags are in violation of this ordinance. One of the oommuniti.es has received a letter from the Code Enforcement Coordinator of the city. requesting: the flags be taken down. Our properties, while zoned residential, are also commercial entities .competing for a share of a specific market, namely those persons who choose, far personal. reasons, to reside in apartment communities. February 14,1 ~`~1 R~: ~onin~ Ordinance amendment regarding films, and banners At the moeting of ~~e Planning & honing Commission which took place on February 7, the Commission decided to table consideration of an amendment to allow decorative flags at apartment complexes. The following concerns were voiced: 1, The area and height of flags should be restricted, ~, The number of flags permitted should be proportional to the size of the complex, Thy proposed definition for pennants was questioned, as well as banning,. them from the City These concerns are addressed in the second draft of the ordinance amendment. It would restrict the height tc~ 3o feet, and the area to 25 square :feet, To get some idea of the average size of a typical decorative flag used by complexes, I called three companies and received the following information Stabler signs, ~4 sgft. pixie Flag Co. 24 sq,ft. Nationwide Flag Co, 24 sgft, Staff discussed an acceptable relationship between the size of the complex and the number of ...flags that should be permitted, Pennants are no lenger addressed in the draft, At this point, the Commission has ;three options, 1, .Ban: them from the City, as was proposed in the first draft, 2'.
