I' received, the information requested from Roy Hammons on the pipe that'was' indq uestion
with the size and slope shown on the plans. "lrevieweditand the pipe is sized
adequately..Thatwas the only comment I had written on the Target plans to be signed
off.
However, there seems to be another problem ,with the TargetconstructionasIunderstand
it. ,The regionaldetentionpondbuiltbyH.E.B., Polarbek, and Targetw as requested to be
completely constructed and operational, prior to the opening of the Target store. ,On
Friday, November 7, David Dobbs ,informed me. that whatever had been constructed on
the downstreamendoft~e detention pond was not functioning as shown .on the plans.
David',Dobbsha.s,'tentativelyset ,up,a.,.meeting",.with Roy Hammons on, Monday,
November 11 to discuss the problem in t~efield.
With this information.inmind,I feel reluctant, to release a development permit for the
construction of the Target facility. They already have a permit (or site grading only.
However,', tl1ey'reat the point of construction now where they're beyond site grading ,and
are beginning grading for the construction of the parking . lot and the Target facility . Until
I hear from David and Veronica' o~'thismatter,I will not be issuing a development
permit for the remaining construction of the Target 'site.

The Siamese fire department, connection must be located o'n
the same side of the' dr ive as the. fire hydrant and in the
island with the hydrant or near the vault.
Required fire lanes must be Inarked according to ,the City
fire lane ordinance. .
(Make sure that the fire departlnent has reasonable access to
the fire department connection and is not blocked by parked
vehicles.
Make sure landscaping placed in the islands will not
obstruct access to the - fire hydrant. Ground coveranl y is
suggested with trees and shrubbery located at the opposite
end of the parking island.

Twelve handicap parking spaces are required for this
development j 10 in front of the proposed Target and two
located at the future retail site.
Remove t_he one handicap parking space located at the north
corner of the proposed Target.
Dimension all handicap parking spaces and ramps.

HEB and Target with Mapping Specialist, Nanette Manhart at

Show required sidewalk along Texas Avenue on either the site
plan,utilityplan, or landscape plan.
For the pur.poses of signage I Lot 2 will be considered one
building lot premise (inel uding the proposed Target and
future retail site ) and be allowed only one freestanding
sign. Theappl icant may appeal the decision of the PReta
the Planning and Zoning Commission before Tuesday, June 25,
1991.
Recommended that the additional seven parking spaces located
in the most westerly corner of the lot, be deleted and the
area used for signageand landscaping.

traffic entering and exiting. The City is working with the
Highway Department on possible reconfigurations. ( 1)

traffic conflicts. (2) Possible lane adjustments
concerning the fa,rthe'st southbound lane on Texas and
possibly ending it ,at Holleman.
Show radius dilnensions at ,the Texas Avenue entrance.
The, out parcel should be developed so that the building is

replatof tlle Kapchin.ski Hillpropert}r7. This r,eplatwas
approved ,by the College ,Station city Council with several
conditions. One of those conditions was that a sidewalk
along Texas Avenue would be constructed. At this time the
plans for thIs sidewalk across the HEB property have been
~apprbved for construction. In order to file the ~eplat we
would normally require the posting of a financial guarantee
to assure the construction of these improvements. We will
agree to waivethefinanc1al guarantee under the following
cotldition:

Texas Ave. Improvements, Holleman to Manuel
A meeting was held at the Highway Department this morning between. Pat Williams of the
SDHPT and myself. Mr. Williams was. informed oithe potential traffic. problem identified by the
City, caused 'by the . lane ,taper on Texas Avenue in, front of . the proposed .' Target and HEB
developments. The City's proposed improvements to. Texas Ave. to alleviate this problem were
presented to Mr. Williams.. He was in general agreement with the improvement plans, but
informed me that he would have to show RobertOdstricil, Gary Boriski{?) and perhaps Carol
Ziegler to get SDHPT approval. Asper Elrey's direction, I informed Pat that the City was willing
toineur the costs of these improvements and that we would forward any>design plans to them
prior to beginning construction. I also let him know.that were ona very tight time schedule.
Pat did have some concern>in that he was afraid we would be creating a "right turn only"
situation similar to that on Harvey Road' in, front of Post Oak. Square and Post Oak Mall where
he says there have been several accidents.. To be more precise, Pat was concerned that a
continuousright--turn lane .extended through several, driveways would create a potential for a
higher number of accidents between vehicles exiting a driveway and a vehicle in the right turn
lane desiring to. turn in, the next driveway. In my ., opinion, this potential for accidents can be
significantly be reduced through proper pavement marking.
Pat said that he would try to schedule a meeting with the appropriate people this afternoon and
that he would also',.tty to get back with .me, this afternoon.
It might be that Pat would want improvements enough such that the taper would begin after the
newBS drive,if this, plan flies.

Sabine and looth spoke with Mr. Haverland this pm. Facts ,are thus:
He permitted a teroporary bldg. last year.. 'Whether, we knew the, outs ilde
storage of landscape roaterials was includedisl1nclear.. Ourenforcement
personnel was non-existent last year, if you'll recall. In any event, over
the past year there nave been interpretations of what constitutes
development (ie:' ,Jerry ,Moody) and there have been changes in 'codes
(streetscapelandCouncil policies relating to Community Appearance have
become-more and more important (evidence Chas.< Graham contract). . ,Because of
all these Sabine felt Jand I concur) that if this greenhouse building and
outside storage and display was to be more permanent than the itinerant
vendor's ordinance would allow, which it i$- then it needs site plan
review.
Typically we havefoundthatPRC is a:Eastersite plan revl.ew<process than
getting any and all relevant staff to review an item. So we will take this
to a Wed. PRe. meeting and will determine if there is adequa~e" screening, if
the parkin.gtaken is not in excess of what is ,available and if the
circulation aisles are adequate. We will not require, but will negotiate
any items that fall within the PRe discretionary review and will not charge
the $100 :fee. This,waywe candocumenttb.e City's actionsandcoucerns.
