STAFF ~t~MN~E~TS / ECC}M~EN~A'~IONS The mas-..ter preliminary plat far ~lenhaven Estates. was approved by,the Planning and. Zoning Can~missian end the pity Council an 1/3/91 and 1/23/91, respectively.. At that tune staff informed both bodies of the passible pral~lerns with the regional :drainage facility needed fear this area. Staff explained that the possible size of the facility might be ..such: that the lots:,at the end of the cul-de-sacs maybe last to the facility, but withoutthe design (which is done pr%or to the final plat) it was difficult to tell.: Since the master. preliminary .plat approval in January 1991, staff h~.s rnet with the applicant and has seen prelzrninary design drawings cif the regional detention facility. In that design, the layout of the master preliminary plat. was altered in order to accorrlodate the size of the facility. Staff informed the applie~nt that before final plats of the "altered" area: could be canside~ed he would: Dave tc~ bring in a revised master prelimin~.ry plat showing the new layout. Yn the overall master preliminary plat, this phase was the only one not affected by the regional c~etentian facility. The applicant has requested that he be able to build this phase,. provide the detention only to .serve only these ~~ lots, ar~d in the .future when the additional acreage develops, construct the reg%onal facility to serve the re~n~inder of the tract. The applicant has stated that the next. phases are going to be "difficult" to build because the cast/henet~it ratio for the remainder of the bats is tight. Because. of this possibility, staff has recommended that the City enter into a development agreement to assure the construction of lenhaven Drive, The draft agreement requires that the construction of Glenhaven Drive adjacent to lc~t 1a occurs within a year of the signed development lgreement. ~t also requires that the remainder of Glenhaven Drive to Dominik Drive is constructed with the next developed portion cif the ~lenhaven Estates.
