The .property owner is adjusting lot lines fog future sale of properties by creating three lots from four can the west side of Made, by creating two large lets- out of three and some previously unplattedarea an the east side of ~ladeand b lotting the tract where the LbrarylMuseum is proposed. Access tq yp residential lots will belto Glade Street and access tc~ Tract A will be to Southwest Parkway, The applicant is dedicating a small portion in the rear of Lot 2 , Block 1 to follow .the e~str~g fence ~ ine . Forty- two ro erty owners were natifiedwith several responses pertaining to p p the previously considered conditional Use Permit. ~'hairpersan Sawtelle opened the public hearing. He sta ed that the owner i~ concerned that lots facing G1.ade wit I be blocl~ed ar flooded i~ this easement is not (platted. Maintenance of the requested private d-rainage easements will be the responsibili y ~f'the owner. chairperson Sawtelle closed the public hearing. Mr: Hali staved that a citizen suggested the pa~s~ibilty of e~tendinq Southwood Drive and cut into Glade to correct the traffic congestion. Mr. Hall alsa expressed concern of the change of policy in designating private easements without an approved ordinance. The Commission does not have a,wrtten policy to accompany a decision. As~i~tant pity Engineer Morgan stated that the traffic alternative would no be feasible because lots in thi' area are al-ready platted. She informed the Commission that the new Drainage ordinance dues address private easements. The purpose of a private :easement is to reduce the City's maintenance liability and cost to those easements ` that serve only one proper~.y owner.. Large detention facilities that serve a number of lots will be maintained by the city aid designated as public drainage easements. The proposed private drainage easement is to protect overflew of surface water. Mr . Esmond quest.loned the clarity of the _ uti l ity easement in Lot 1, Block 1, He sugae~ted that the applicant -locate off-site easements to establish continuity and clarify intent. Mr. Esmond added that. the Subdivision Req~ala~ans should be reviewed ahd require ..that locations of off-site easements be reviewed by. staff, fir. Mr. Michel seconded the motion which passed unopposed ~6-Q~, ° other business, Mr . Esmond expre sed concern of designating private easements . He stated that staff s'houl~ distinguish the difference between granting private drainage easements and not private water and sewer easements. Mr. Esmond: suggested keeling the Commission more informed of policy Changes hraugh presentations, reports and memos, Mr. Hall agreed and suggested that F & Z members be involved in the changes of policies aid standards. Private easements may not be the wrong direction to take; however, voting members should be incltided in order to: make accurate decisions. Mr,' Hall a~lsa questioned staff as to the progress of the ordinance amendment Concerning pennants and banners. He stated that staff as well'as F ~ Z members should take an active role in planning the Community instead of a reactive tale. The City should be more involved in creating reasons far businesses to locate in this area. Mr. H~11 wants the issue of banners anal pennants brought back to P & Z for further di Cussion. He stated that he would .vote to -ban pennants and banners Completely, Chairperson Sawtelle agreed and suggested that staff` look at landscaping requirements and hac~ it addresses the -location of trues. • + Trees plaCe~. under power lines are unat~ract~.ve as well as a risk to the life of tl~e tree . senior Planner Kee agreed with Mr. Hall arid-Chairperson Sawtelle and stated the P & Z should be mare involved; however projects will have to be priaritZed due to limi ed staff time' Af-ter..appantments of new Commissioners, staff would like to develop ~ work study program to get Commissioners more involved. Staff is currently working on the University Drive Study, ~.alden- Triangle study, Wolf Pen Creek standards cif develaprnent and revising the Landscape ordinance.. Senior Planner Kee; agreed to address` pennants and banners as a discussion item on the next_agenda+ Councilman Gardner approached the Commission and informed them of the ~treetsCape study that will include various areas o-f the pity.
