Ms. Kee answered yes. She added that parking requirements would have to be determined also. She said that the parking requirements for group housing differs from dorms and fraternities. Kee sugge ted that visitor parking should be considered as welle Mr. Colson asked about the zoning cla sif Caton for this ,type of project. He also wondered if this would be new trend for ,housing . Mr. Esmond voiced concern for limitations on the size of this type of housing. Sawtelle said that she saw this type of housing favorable because. the Universitycannot continue to build dorms. Ms. Davis said that she believes there is a need for this. ,type of housing. She said that parking requirements-will preclude this type of housing from invading residential neighborhoods. Mr. Edsel Jones came forward to explain some background ,~~~ information on this project and what he envisions -~~~ AGENDA ITEM N0. 8: Discussion: of proposed s na a for g g College Station A&M Consolidated High School. Ms. Kee. presented the reason for this discussion. She said that .the Commission will be hear-ing a request for a Conditional Use Permit which would provide for an additional freestanding sign. She said that she needed to give the students notice as .soon as possible if they are not likely to receive the C.U.P. so that they can cancel the order if'necessary. Mr. Colson said tha he was .not opposed because it instills - school/community pride. Chairman Sawtelle,and Mr Michel liked the qualt of the Y sign as it appeared in a brochure passed out by Kee. Upon direction. from the P&Z staff prepared an ordinance amendment defining what we call Group Housing,. providing a parking requirement for said use and listing it as conditional in the R-5, R-6 and:: C-1 zoning districts. This housing concept allows fore a structure to have .multiple units where more than ~ unrelated persons may reside together in an individual unit and where the mul#iple units share some common facilities.... This housing type could easily be adapted for a fraternity/sorority .use or could be used for unrelated students. The parl~ng requirement recommended by the P&Z would be 2 spaces for each bedroom in a unit plus additional parking at the discretion of the P&Z. The use would be conditional and would .require approval, of the use and ~ situ..,.,. plan by the P&Z. Staff has rewritten the proposed language in order to address the concerns that were expressed at that time. Parlang requirements were considered at the staff level. We decided that one parking space per person should be provided, but that guest parking would best be determined on a case by case basis. ' MEMORANDUM TO: Planning and. Zoning Commission FROM: Sabine Kuenzel, Planning Assistant '~ THROUGH: Jane Kee, Senior Planner DATE: March 9, 1990 RE: Classification of group housing ~ Staff has received the attached floor plan.and is attem ting to determine whether or not a building of this type woul be permitted in the City of College Station. We have found that the Zoning Ordinance does not currently provide for such a -use .because of the following reasons: 1) Five bedrooms would be sharing. common facilities for '~~ food preparation. The entire structure, therefore contains ~ four dwelling units. Each units in turn will~~have dive bedrooms. The Ordinance definition of a family does not allow more than four persons per family if they are unrelated. 2) The "dormitory° definition allows for more flexible student housing, but only if the structure is directly affiliated with a university. 3) "Fraternity/sorority houses" must provide housing for art organization of university students. ~ 4) The"Rooming/boarding house" definition specifically mentions the presence of an occupant family. It is evident that the attached floor plan would not fall into any of the above three categories that would allow more than four unrelated individuals in one self-contained unit. If the Commission finds this type of housing acceptable to allow within the City, a definition for group housing will have to be adopted into the Zoning Ordinance. The definition for dormitories could be amended to include housing of this nature. Staff has suggested the following language for the Commission to consider: DORMITORY/GROUP HOUSING: A BUILDING UNDER iOINT OCCUPANCY AND SINGLE MANAGEMENT THAT PROVIDES GROUP SLEEPING ACCOMODATIONS IN A SERIES OF CLOSELY ASSOCIATED ROOMS WHERE EACH UNIT MAY BE EQUIPPED FOR FOOD PREPARATION AND WHERE SOME COMMON FACILITIES (IE LIVING AREAS, BATHROOM AREAS, DINING AREAS) S£RVE ALL HOUSEHOLDS WITHIN THAT BUII,ISING. Alternatives to such a definition would be to change the persons per household limit. Judging from the amount of residential pazldng complaints we receive, such action would not be acceptable to much of the City's population. Other alternatives to consider would be to amend the definition of a dormitory or of a rooming/boarding house.
