TRACT D: 5.`980 acres from`Dstrct R-l o District A-P.
TRACT E: 4.749 acres from District R-1 to District R-3.
TRACT F: 4.585 acres from District R~-1 to District R-1A~.
The application is in the-name of Brazosland Properties.
Mr. Callaway explained the requested changes andreferred t6 Mr. Mayo's memo which
recommended approval of the rezoning..
Commissioner Gardner asked if traffic flow through the area-had been discussed by
the developer ~s one of the main considerations in the question.
Mr. Callaway-said that traffic flow. had been considered,and that he Comprehensive
Plan now showed a connection of Francis Drive to University Drive
Commissioner Gardner pointed out that the Plan also showed the area as mostly low
density residential.
The. public hearing. was opened.
Mr, S eve Ardan-of Brazosland Properties spoke and explained that the project would
be a five to 6 year development, with the Cpl portion being the last .phase of the
..,.plan to be built. He said hat the developers plan to build the residential areas
first in order to build support population for the commercial tract... He explained

-Dr Schoenvogel, Forest Drive, objected to the density of the proposed R-5 and R-2
areas. He also suggested that:•.the R-lA area would allow only small incxp~nsive

nection of Francis and University.

Chairman Maher asked Mr Ardan if he would consider leaving the C~-1 tract zoned R-l
for the present time.

Mr Ardan said no.
Ms. Dianna Kratchman., Merry Oaks, said that .no decision had been made by the Parks
and Recreation Committee on the location'of the park and `that consideration of the
`rezoning should be delayed until the-park location'was resolved.
Mr. Raymond Reiser, :.Post Oak Drive, asked Mr. Arlon if the R-1A lot could be made
deeper.
Mr. Arlon said that the'unts built on the R-lA lots would be very similar to the.
units-in Post Oak Forest, but that the owners would own the entire lot.: He pointed
out that the lots in the R-lA zone were nearly as deep as the lots in Post 0ak
Forest... _
The public hearing was closed.
The Commission discussed various :methods of realigning Francis Drive through the
project so as to les en`the impact on the adjacent existing area. The Commission
determined. that some alignment of Francis which required additional 9d°[turns to
get to Glenhaven Drive would be desirable. They also suggested that Carol Street
be cul-de--saced in the proposed project with pedestrian acce s maintained between
the proposed street and. the existing Carol Street. .

Commissioner Gardner said that he felt the impact of traf.f ie on -the existing area
would dust be too great and that the area should be deft low.densty residential
w h an attempt made to get a neighborhood park.
Chairman Maher said that the staff had pointed:.out several times the abundance of
undeveloped C-1 property and that he could not support a request for more.. He
suggested that the Commission should not be so concerned about the C-l zoning
making a given projecteconomcally feasible He pointed out that .the. developer
could offer no propo ed uses for the C-1 area and that there was no need for add-
itional vacant C-1 land.
Commissioner Behling pointed out that the specific use of the C-1 tract should not
come into consideration. He said that zoning ..the land C-l now would allow the future
residents of the area to know what the possible uses-of the land were rather than
being surprsed`by a commercial rezoning request in the future:
Commissioner Gardner moved that the Commission recommend denial of the rezoning
requesa on all tracts involved.

Councilman Kelly :asked Mr. Hugll what his major objection wa .
Mr. Hugill stated.: that his major ~bjeetion wa.s the traffic generated. by a: CommeL~c~~_~.1:~~
zone.
George:Bass, of 1b12 Dominik, spoke in ~~hp~ ition to the extension of Francis Street.
He (pointed out that irre ponsble drivers were those that were not residents of the
neighborhood. Mr. Bass stated`th rezoning is inconsiderate to the residents of
the area.
Councilman Jones .pointed out that the:C-1` area was at one time .larger than the pres~nt-
C-1 area.
Steven°Miller, of 1201 Francis.., agreed with Mr. Hugill and Mr. Bass. He stated that
he did not want to see his neighborhood change since i is a successful one.
Councilman'Dozier told Mr. Miller of the'many changes in his neighborhood a.nd that he
has accepted them. He pointed out that neighborhoods 'can adept change and still be
succesfull.
Norman Gunasso, of .1112 Marstellar,~s~oke on the validity of the poll, He stated
that he carried the ;poll on both blocks of Marstellar: Most of the people he talked
to did not speak:-in favor o~ the rezoning. He did not think the prat should be approved.

Councilman Ringer stated that the:.reason he questioned the validity.. of the questionaire
was that he could no obtain one himself.. He stated that he had been told by the res-
dents that the questionaire was bias. He then explained the Parkland Dedication re~-
quirement and the process involved.
Councilman Dozier asked Mr. Gunasso if he thought that everytme a request to rezone
land is made a pubic hearing should be held and the people should decide ho~a the land
should.be rezoned.
Mr. Gunasso answered yes. ge stated that this was the proeeedure in every Community
he has lived in, ,one of these being., Palo Alto, California.
Nancy Thornberry, of IQ06 Francis,,. spoke in opposition on the basis of the traffic
increaoe the extension of Francis would cause and theeC-1 area. She suggested putting
two 9o turns on Francis.
Councilman Kelly ....informed Ms. Thornberry that this plan was in violation of .city
ordinance since it has two 90~ turns.
Fred Thornberry, of 10ob Francis and .resident of 22 years, suggested that the Council
get with the citizens to reach an agreement. He stated his concern:for ..the safety
of the school. children walking to school. He suggested that another survey be taken.

Councilman Jones moved to table the rezoning until after the plat had been discussed.
