In 1981 i~t was shown as a minor arterial. Carob St. is a residential atreet. ENGINEERING: water: Provided to the .area through a 16" ine along the By-Pass and University Dr. Smaller lines also exist along Merry Oaks and Francis. Sewer: Provided- to the R-1 area through an 8" line along the western:. edge of :the property. The C-1, A-P and R-3 areas are served by an 8" line running along Glenhaven. Streets: Area is served by Glenhaven Dr. and Brazoswood Dr. Drainage: Currently drains southwest intro. a tributary of Carter's Creek which runs along the back lot lines of .the R-1 area at the end of the proposed cul-de-sacs. Flood Plain: According to latest FEMA maps. several lots are .,within the 104 year: floodplain. These are at the ,end of Cresthaven and Greenhaven .Circles. Sanitary sewer extensions into the area could possibly include upgrades to the existing 8" and 1D" mains in .existence. There will also be storm drainage and detention. improvements on-site. IlVIPACT STUDIES: water: Adequate flow and pressure Sewer: Impact .study shows the mains have capacity, but maintenance records show. otherwise.. Staff is .currently working with the applicant on resolution. Drainage: Impact tudy does. not .:include calculations .for all design. storms required, calculation of .necessary- storage capacity for the detention pond, results of routing ,..:floodwaters hrough the pond and outlet.. structure .and :drainage area topo maps. . These items. must be submitted before approval of the ,:impact study. Traffic:... Staff is in general agreement with assumptions and. findings. Glenhaven /University intersection would not require. signalization as a result of traffic volume from this development. RIGHT-OF-WAY DEDICATIONS: Glenhaven ~6a' ROw} to Dominik. Includes 1.731 acres. Four cul-de-sacs (so' ROW each}. Includes 2.22 acres. EASEMENT DEDICATIONS: Appropriate easements will. be granted to cover all utilities.. SIDE'WAZ~S: The Subdivision Regs. require a sidewalk on one side of Glenhaven. STAFF CON~NfTS: The revisions proposed :are in compliance with the.. Comprehensive Plan and pose no problems with existing land uses. Glenhaven was..initially planned to have a 70' ROw because it was planned as a minor arterial on the 1974 Comprehensive Plan. The plans for this .street have since been changed with Glenhaven now planned as a collector. The "collector°' functional classification for Glenhaven is more appropriate because of the following:. Land Uses Served -Minor arterials: are typically designed -for higher intensity land uses (ie high density residential and commercial} than is planned in the Glenhaven Subdivision which is largely. single family. ~. ~ ~ ~ a Continui - A minor arterial is typically more continuous than:. as planned ~Y for Glenhaven. Collector streets are not ..necessarily. continuous. The overall im act of not extending :Carol to Glenhaven, as originally planned on p . . the previous plat, would not be detrirr~ental o or meonsistent with area thoroughfare planning. However, an extension would provide. better access and local traffic circulation in thin immediate residential area. If the street were extended it wauld, at best, serve as a minor collector. The future extension of Carob from Westover to Munson would allow fora "better minor collector", but -thin extension is -not practical due to existing residential development. Lincoln, Francis, Dominik and University oaks are the existing collector streets between University Dr. and Harvey Road which provide east-west movement between .the By-Passe and Texas Avenue.. Therefore, the impact on the. thoroughfare system of this small extension of :Carol would be minimal. Drainage impacts must be addressed. Assistant to City Engineer FROM : Edwin Hard, .Transportation .Planner ..DATE December 21,1990 RE : Traffic :Impacts, Glenhaven Estates Master Preliminary Plat I have ....reviewed the traffic report. on the above referenced.. plat and I am in general agreement with its .assumptions and findings. I should also note than the extension of Glenhaven Street to Daminik as shown on the plat is in accordance with the City's Thoroughfare Plan. The report assumed 12 vehicle Grips per lot to estimate the .daily site generated traffic. The ITE trip generation :manual suggests 10 vehicle trips .per .lot while an 0&D study I was .involved in ' earlier this year resulted in an even. smaller daily .trip generation figure for the characteristic households in question.. I am also in general.:-agreement with the directional distribution of trips applied in the .report and the statement. that the Glenhaven/University intersection would.. not require signalization as a result of the traffic. volume generated from this development. This area is, or.wiil be when construction of the Extension of Glenhaven Drive is completed, served with an unusual number of collector streets to provide for access to the major thoroughfares. Glenhaven Drive will connect Dominik Drive with University Drive and will provide an excellent east/west- access to the major streets. Also, Brazoswood Drive will provide excellent access to the frontage .road on tie East Bypass. Francis Drive will provide access to the schools and other areas to the southwest of the property. There will not be a large volume of traffic generated in the area due to the fact that it is a residential area and has no large traffic volume. generators planned or for that matter, sites provided for such generators. From this, we can see that the: pipes are adequate for a small frequency rainfall but would not be adequate for a larger frequency rainfall.. In this event, the water would spill over the roadway and into the creek downstream.
