was discussion regarding :the pavement width of Brookwater Circle. This memo is
presented to clarify and summarize (this question.
The design emphasis for residential- street systems is to provide access, to lower
traffic :volumes, and to lower speeds, Thin is usually accomplished by limiting the
length of the streets and the number of dwelling units. The generally accepted
numbers ;for residential streets with. two outlets are: length-lo0o'-1500';: dwelling
units So - 75: Thee City of College Station has used. 52 dwelling units as the
~~ limiting factor for minimum treet width for some time, This 'standard has been
set to reduce the possibility of long one lane streets which result with parking on
both sides. of the. 28' wide. street.
Brookwater circle is about 340o feet long. It series 75 house lots..: It serves only
the .people who:. reside on it._ The developer has chosen. the geometric: design to
..,minimize land area for the street. It is my opinion that. doing so will create
awkward and inconvenient access to the properties being served. Accordingly, I
have recommended that the street be widened to 39'. That width provides space
for .parking on both. sides of the street and two lanes of street travel.. The

S Y If the width of _ Brookwater ~lrcle is made 39 ,the residents of the
;.subdivision will be ~iappier, and the possibility of emergency services response
delay due to traffic .congestion will be reduced. If it is not widened, there will be
no noticeable change ar inconvenience to anyone outside. of the neighborhood.

Staff recommends approval of the plat. in accordance with the enclosed
presubmssion conference report and the P&Z recommendations. P&Z
recommended approval with the following provisions:
(1) sidewalks be installed along one side of Brookwater,
(2) additional access to Rock Prairie should be coordinated at the
time of final platting,
(3) a general note on the plat should indicate that drainage
channels are in utility easements but will not be maintained by
the City, and
(4) Brookwater have 28' wide pavement.
Also enclosed is a memo form the City Engineer outlining his recommendation
for requiring a 39' width on Brookwater Circle, a street proposed to be 28' in
width.

- I understand that Don Adams' attorney has for some time been
negotiating with GTE:, I feel that the easement-..,document speaks
for itself. If GTE did not locate in the easement area, it :is
their responsibility to relocate. I do not see justification for
paying a relocation expense without more. We did not intend to
agree with Adams about relocation, but Ray had already agreed
with TCA Rea ty, Inc., to put a line where requested to serve the
new phase; it, of course, could be. utilized for the prior ~.
We have indicated to TCA Realty, Inc..that we will not pay the
removal costs. Mr. Banta needs to look at the easement document
and decide if it suffices for where GTE has its utility line.
Please note that although this offer has been made, it has not
,been accepted and no Settlement Agreement has been prepared.

Based on the above calculations the existing 12" sanitary
sewer :Tine has the capacity for development of Sections IV
and V of Woodcreek Subdivision,
The sewer service for the remaining ections of Woodcreek
Subdivision has not yet been de igned but an overall
analysis of their :impact on the existing sa itary sewer is
presented below based on a proposed plat of these sections:
Remaining sections of Woodereek Subdivision contain 126
residential lots and 2 commercial tracts, Ultimate dis--
charge of these sections wi l impact an 18 inch interceptor
assumed to be on minimum grade at O.llo.
}. Existing line capacity (n = ~ .013) = 2.3 MGD
Existng'upstream flow = 1.1305 MGD from Section V calcula-
tions plus existing Woodcreek Development (.2.0.2..-connections X
3 persons/connection X 300 .gpd../person) = 1,1305 MGD + 0,1818
MGD = 1.3123 MGD

Description
woodcreek Subdivision is composed of 202.0 acres of developed and
undeveloped properties in College Station, Brazos County, Texas.
It is bounded to the south by Rook Prairie Road and to the west by
S.H. 6, East Bypass. Refer-to the Revised Master Plan, Woodcreek
Drawing No. B-269A, April, 1990, for a more accurate visual
description.
`Currently, the only vehicular access to the aforementioned
subdivision is found via woodcreek Drive off of S.H. 6, East
Bypass. Woodcreek Drive is a two lane east-west street
The developments proposed by T.A.'C. Realty, Inc. ~nclud.ng R.O.W.
area) will be comprised of 104.21 acres in R-1, and the existing
development :~.s comprised of 6 5.4 3 .acres zoned as R-1 and P . U . D .
-single family: dwelling units. There are 234 and 199 proposed ,and
existing lots for single family dwelling units, respectively.
Traffs .
woodcreek Drive carries: approximately 8:46 vehicles peg: day per
lane, based on traffic counts conduc ed by the City of College
Station in March of 1990. At the time the traffic counts. were
conducted, approximately 25~ of_the traffic was estimated to be
construction related. Once all 234 proposed single f amil~~ dwelling
units are developed, there may be as many as 743 veh_icle~s per day
per lane a f additional traffic , fora otal o f 1, 3 7 8 veh.ic le's per
day per lane. Presently Woodcreek Drive and Stone Rr~ok Drive
extension, which is also a two :lane street, are planned to carry

subdivision is found via Woodcreek Drive off of S.H. 6, .East
Bypass. Woodcreek Drive is a two lane-east-west street.
The developments proposed by T.A.C. Realty, Inc. including R.o.~.
area j will be comprised of 104 . Z 1 acres in R-1, and the existing
development is comprised of 65.43 acres zoned as R-1 and P.U.D.
single family dwelling units. There are 234" and 199 proposed and
existing lots for snglefamly dwelling units, respectively.
Traffic
Woodcreek Drive carries approximately 846 vehicles per day per
lane, based on traffic count conducted by the City of Col~.ege
Station in March of 1990. At the time the traffic counts were.
conducted, approximately 25~ of the traffic- was estimated to b~e
construction related. once all 234 proposed single family dwelling
units are developed, there may be as many as 743 vehicles per day
per lane of add Tonal traffic, for a total of 1,3?8 vehicles per
day per lane, Presently Woodcreek Drive and Stone Brook Drive
extension, which is also a two lane streets are planned to carry
the projected estimate of _1,378 vehicles per day per lane.
