She noted that the Planning and Doing Commss~.on indicated that several st~.reets required sidewalk ~'~ Mr. Gardner also commented that certain streets should be hider. Dr. Rohack presented several statistic ,on nicotine dependence and its affects ors humans. He reque teal that the City of College Station pass an ordinance limitin the-exposure to individuals to smoke in public places and workpl ces. He added hat Texas A&M University and the City of Bryan 'implement such an ordinance. ,, Dr. Herman Brown, 'representing the American Cancer :Society Brazos Unit, spoke to th Council. He addressed he consequences of tobacco smoke and i s association t~o cancer. Councilman Birdwe 1 stated that the model ordinance prodded in the packet is ver !reasonable. City Manager Ragl nd mentioned .that all city offices are: currently acting rider the administrative policy designating no- smoking .areas. PLANNING: Mr. Cal away briefly exp wined that the. portion of the plate..whch is :being. changed on this Revised .Master Preliminary Plat,of Pebble Creek Phase One subdiv lion is the area between'~,t~inged Foot Village and Green's Prairie Road, and covers~'~changes in the number and layout of the cul=de-.sacs. He~~added tha the change in the configuration of Pebble Creek{Parkway and the size of the lots around 12th Man Circle are ;bt of a magnitude which would affect the a ~ ~ ~ previously approved Master Prellminary Plat, and therefore. the applicant can begin to-make preparation .for subm-fission of a Final Plat~far that areao I; The applicant explained the minor changes between this plat and the original, one of which being he-change of the entrance drive.Pebblecreeks Blvd. from a left to a right curve for traffic safety purposes. Another change involved the shifting afprop~rty lines to provide a buffear between the entrance drive and the rear of the lots on the cul-de- sacs. Lots in flood plain desgnatedo Approximate location, size, design pressure and product transported in case of gas or oil pipelines. .Exxon } Date- of preparation Mr. Smith pointed out that this. revised plat does not" include bearings/legal description, and the changes being proposed negate the bearings submitted for the previous plat of this area. Applicant was directed to submit new bearings which reflect this plat. Staff also wants the Title Blocks to reflect revision of plats with sheet numbers a those submitted in April, 1989. In addition, they°:asked the applicant to submit a plat of a scale and with orientation. similar to the plat reviewed and approved in April of 1989 to facilitate comparison of the two plats. Part of the 20 foot easements along thee. golf course are actually on the golf course property, which is not a part ~of this p at. All easements hould be Contained within the property being platted, and this....problem`must be addressed before submitting a Final Plat. Concern was mentioned about drainage structures in regard to the different grades and steep slopes in the area of utility easements and R.,o.W. crossings. Staff may ask for slope control easements or retaining walls on the final plat. Staff stated for the record that this applicant will not be required to submit mpac studies due to fact that this project started before the new ordinance went into effect. City Engineer Pullen expressed concern over a portion of land between_Green's Prairie Road and the cul-de-sac area being revised. -aHe stated that the question is really who will be maintaining the. proposed "buffer" area. On the subject of cul-de-sacs, the staff accepted .those which were necessary due to the nature of the land. However, Colonial and Valleybrook seem possible to loop. Cul-de-sacs inhibit traffic circulation, utility flow, and sanitation service. Thus, they are expensive for the City to maintain. Staff requested a meeting to be scheduled with the applicant to'dscuss changing the above mentioned cul- de-sacs into loops prior. to final platting. Mr. Pul en then ;stated that due to the .close proximity of the drainage and'~utilty easements, the width'of R~.W.'s or drainage .areas will-need. to be reviewed carefully on the construction documents. In discus ions with staff during the review of these plan two items were.. discussed that have not been addressed on the revised plans. one item concerned a development agreement with the developer for golf cart crossings. Mirk Smith initiated this comment and we still want to pursue these discus ions. The second item was `confirmation that the utility companies within the large easement area are aware of the Pebble Creep Parkway alignment in theevi~inity of their easements.
