I City Council Regular..Meeting Page 9 Thursday,..November 8, 199Q ' `Councilman Birdwell movedapproval of the plat with staff recommendations, to include, the.L.A. Ford property in this plat, combining lots 1 & 3, deleting the drainage easement and requiring a median on Arguello at the developers I '' ~ expense, except that we would allow f®ur curb cuts. The ~ ~ . four curb cuts should be 2 on University Drm, 1 on Tarnow 1 and 1 on Arguello. The motion was seconded by Councilman a ~~ `~Brcwn which carried unanimously, 7-0. ~ enda Item 7 - A royal of Final Plat®Polar-Bek Subdivision '~ ~ ~ ~, - . formerly College. Station Subdivisions X90-21}. Thies plat was tabled by Council at their October 11th meeting. Councilman McIlhaney made a motion to bring this item off of i the: table. The motion was seconded by Counc man Schneider which carried unanimously. ~ Assistant City Engineer Morgan presented this item. The applicant agreed.. to change the name-to Polar-Bek Subdivision rather than College Shation Subdivision. At the P & Z Meeting on the 18th of October, three specific item were discussed: 1} drainage with regard to maintenance, access and a screening fence. around that drainage easement.; 2} pedestrian access from and ahrough the development to both Holleman and the. shopping center; and, ' { 3} traffic circulation from Barthelow to Holleman. ~ The P & Z Commission approved the plat with the condition that the drainage easement be omitted, 'The drainage area ' would then be maintained by the developer relieving the City .! of any maintenance responsibility in this area. The [ `addressed, but. no significant pedestrian access was. ~,~ . discussion occux°~ed regarding this issue and was not ~j addre sed in the ffinal motion.:::.. Planning Director Callaway discuussed the traffic circulation and the extension of '~ Barthelow to Holleman. Staff evaluated two alternatives which are the extension of the street to Holleman or a cul- f de-say a the end of Barthel~ow. Station Subdivision) (90-217) ITEM! SUNJaV1AttY: This plat was tabled by Council on October 11,::1990 and sent back to staff and the Planning and Zoning Commission for further review. The plat was reconsidered by the Planning and Zoning Commission on Qctober 18, 1990. FINANCIAL StJ1UIlNIARY: Typically NIA. The applicant has proposed to contribute up o $25,000 for the construction of a cul-de-sac ..outside of the boundaries of this subdivision. This would. leave any cost-over this amount for the City to pay. STAFF RECOI1IIlUlEND~ATION .~`,~.~ i, A presentation was made to the Planning and Zoning Commission. on October 18, 1990 to reconsider the plat. The points reconsidered at that time were to reevaluate- the need for the extension of Barthelow Drive or at the very least cul-de-sac -the end of the street, to rename the ~ subdivision, and to consider the provision of a pedestrian access across the drainage area. The Planning and Zoning Commission approved the plat: with. the:: name of the subdivision changed to-Polar Bek, stating that a cul-de-sac was all that seemed necessary and that such ~~ cul-de-sac 'should be constructed outside of this subdivision. Thee Commission did delete a ii drainage easement from the plat as recommended by the City Engineer. The motion to l approve the plat passed by a vote of 4 -1. Council also asked staff o give further study to the question of the street. A report from.. staff on that subject is attached.
