Gentlemena As discussed with Mr. M.L, Hammo~s, PaE., it appears that j dint control of the combined excess surfa e run-of f is a logical and desirable wad to meet city det ration criteria. Even more desirable is a look at the'entir drainage area ~~ and it's flow through the culverts at An~de son Street , downstream from your project , obviously your company and/or the Polarbe}~ Company is not responsible for control of all drainage in the area, but if you will consider the total drainage syste volurno, and design the detention outfall structure to discharge volume within the flow capacity of the Anderson S reet culverts, we ~~ would then consider placement of the deters ion discharge structure immediately upstream from the cu vents a desirable and acceptable placement. Backwater from hat point would then be included within the required deters ion. The added .volume might possib y relieve your individ al run,-off i restrictions, resulting in the reduction o required on-site detention. Pullen PE Ct En ineer ~ FRO , , Y g During the review of this plat, tie cansi_dered the realignment of Holleman Drive to improve the geometry of the above intersection. The ideal alignment would. radically change he configuration of the Kapchinsk Hill Subdivision and would require rearrangement of the properties along Holleman to_continuepublc .access.. Such action would be time consuming and could be very expensive. Therefore, we did. not pursue it. We did consider syringing thecenter line of Holleman west side} to the south- to align kaetter .with Holleman '~east~. Such action would require moving the alignment about 40' south. This alternative had severe impact an the development and would require ,:negotiating right-of-way coats and changes. In the interest ',ef economic development, time and..right-of=way cost,~I decided not to follow that alternative. My decisions not to follow the two above _alternativeswere based on discussions with the traffic engineer 'who has in depth knowledge of this intersection from previous employment. As the city develops, Holleman Drive will require more traffic capacity at this corner. It will need a right-turn, left-turn and thru movements .for east bound traffic. Those movements will not be affected by the current intersection alignment. A though, the current geometry does not fit our sense of appropriate balance, the capacity is not substantially _altered unless a 90 degree intersection created. Accordingly, I decided. to negotiate for additional right-af-way to provide space for. the turning movements. '; '~~ ~; .. The developer agreed to provide. a 16' strip o land for .right-of-way: in exchange for construction of the road~ay. The roadway construction was planned and scheduled prior to the 'introduction of this subdivision. mhis- will provide sufficient space for 3-12' wide lanes fright-turn, thru, left-turn} for east bound traffic and 22' wide lanefor west bound traffic. The development now bein roposed on his property is a large '~ p shopping center with a major chain supermarket as an ancho i Cn March 8, 1990, staff and the developers of this property met to `discuss he timing and- requirements for. de~elopnc-ent In that discussion, the developers explain d that due to critical deadline constraints, that it gas their intent and desire to submit this plat as a Final. Paat on y, bypassing the`Prelminary Plat process. Staff di~~ n t have any roblems with the process, conditioned +~n p he developer , meeting. ALL Preliminary Plat .requirements. Cn.March 21, 1990, a Presubmission_Confere ce was held. to discuss the .Final Plat. The majority o,f t e comments at this conference dealt .with the location of ~ all existing and , ropased easements as well as the submissi p on of impact studies. A revised Finale Plat and impact studies .:we re submitted on April 9, 199._0. The Plat as submitted, doe s locate all public easement ,with the exception of e fisting easements for the electrical transssion line guys, a joint access easement .between .the properties and the wi dth of additional right-of-way to be dedicated on Holleman. TRAFFIC The traffic impact study addressed the ,imp ct of the proposed site development on Holleman Driv and o~n Texas Avenue from Southwest Parkway to Harvey Rd. The study: projected the greater amount of beak hour `trips occurring as traffic entering e site during the PM peak period, `with .that number being 817 vehicles/hour. Conclusions from the study how .that with he addition of a right turn lane ~on Holleman., the site will have mnima] impact on the surrounding area.
