Edwin .Hard, Transportation Planner RE : Culpepper .Rezoning. DATE : November 21,1990 In response to -,your request, I have reviewed the Culpepper Rezoning from R-6 to C-1 taking into consideration the traffic generation of probable C-1 uses. I do not have concern for the amount of traffic than C-1 uses could attract to this location primarily due to the small size -of the tract. Although I haven't seen current Level-of-Service estimates (I'm not sure if they even exist) for Kyle and Dominik Streets, I believe that neither street approaches its capacity and could therefore withstand any additional traffic attracted to this ' site. However, as we had, previously discussed, L do have concern for the location of access. drives from .this site. There may nat be adequate sight distance for an access drive location on .Kyle Street due to its curving nature. In addition, there is already an access ;drive on to Kyle from the strip center immediately across from the., Culpepper site. An additional .driveway 'location on to this ..curving street would: be even more conducive to creating a traffic safety problem. I would prefer to see access provided off of Puryear. and/or Dominik. Also, due to the small size of -the tract, an- site parking could- pose a problem for .some.. C-1 uses. In sum, it appears that a C-N zoning would be better.suited to this tract .because yes, it does "make me just wanna stop in and get a coke".
