Request: Rezone an R-1 zoned vacant tract on the southwest corner of Lincoln
and University. to C-1 and A-P. Rezone an R-1 zoned vacant tract at the
southeast corner of Lincoln and University to C-N and A `P
Location: Along the south side of University Drive at the.. Lincoln Street
intersection. (Two tracts. along both sides of Lincoln.)

Plan compliance -
The University Drive Study (1985) (which was. incorporated into the City's. most
recently revised Comprehensive Plan} .recommended:
1. "Zoning in the study area from the Universi /Yarrow intersection to the East

This:... proposal does not do so. However, there have been rezonn s to C~l

m the area since ..the report..-1 zoning exists for approximately 250 feet
along University Dr. from the. intersection of Yarrow to the east.
2. The area at the southwest corner of the Lincoln and University .intersection
was found in the Study to be well suited for a limited commercial or C-N
tract to provide for commercial services to this area.
This proposal requests to rezone the majority of the tract to a eneral

commercial category.
3. The University Drive report .further estates: "A buffer of R-1A zonin has been

established along Lincoln between Yarrow and Ashburn and in the Ong
Lincoln Place. Subdivision. This buffer zone should be continued aloe the

north .side of the Lincoln St. extension, separating existing low density
residential areas south of the Lincoln extension from higher densities
developing o the north."
The applicant has proposed to buffer... the existing R-1A to the west and
the R-1 across. Lincoln to the south with :.the 2.4 acres of A-P zoning on
the west and the. 3.1 acres of A-P zoning. on the east.
Development Policies -
The request for C-1 :and C-N on bath tracts complies with the develo menu olic

relative to location of commercial districts at mayor intersections.
The .depth off of University Drive of -the. proposed C-1 on the west tract varies
from. approximately 500 feet at the widest to 2~0 feet at the narrowest. The.
deve opinent policies call for a minimum depth of 400 feet for commercial- tracts.

that appropriate buffers between low intensity land,.. uses such as sin le faml

and more intensive uses 'are mayor streets, other ,,,,physical features or office

with the buffer policy as :well. The applicant also shows a natural duffer area
that runs along the gully separating the C-1 and A-P on the west tract.
Changed Conditions
University Drive has been. widened:.. since the study and there have been
commercial zonings -along the south side of University in the study area since
then.
Impacts -
This request does provide for buffering using less intense zonin districts to

separate commercial zoning :and existing residential zoning/development d~ both
tracts.
Need -
There are currently 16oU feet of vacant C-1 frontage to the: west of this tract.
Conclusions
Although the need for additional commercial zoning in this area is questionable -
due to the large amount of vacant C-l, some commercial zoning on the west side
of Lincoln is appropriate. The applicant's proposal to buffer the adjacent aa~d
surrounding residential districts utilizing less intense zoning districts complies with
development policies, The C-N and A-P` zoning on the east side coin lies with

development policies and the future land use plan. As per he Commission s
previous discussions on this request, the decision is :whether to allow additional
general commercial zoning along University Drive.
