SUBJECT: Itinerant vendors Regulations -Parking lot surface
definition.
Certain business activities are regulated as itinerant .vendors
under the College S anon City Code. These regulatonsregulate
activities that occur no more th n 21 cumulative days or no more
tan 3 consecutive days..
Recently. we received a request for a vendors ermit to allow a

group to use the tract located a~.ong Marion Pugh Blvd., south of
~Tersey, for a. parking .lot during :home football games. S off did
note approve this permit as the regulations require that "The
itinerant vendor or solicitor mina locate the activity. in an
existing parking lot" (Sec. 1.B.4.b.i Chapter 4, College
Station 'City Code}
Parking lots, for the purpose of these regulations are defined as
"...any area covered by asphalt, ,cement or other material
designed and suitable for the purpose of parking vehicles and
actually used for same or approved by the Project Review
Committee ar Planning and Zoning Commission, or their successors
in function, as a parkinglot. (Sec ion 1.A15., Chapter 4,
College 'Station City Code} .
The applicants proposal was. referred:.ta the PRC as only the PRC
or the Commission can approve a surface other than asphalt,
concrete or other material designed and suitablefor...parkn~.
The lot in question has a grass surface over gravel. The area
was previously used as a lumber yard, warehouse :yard, etc.
After consideration ofthe typical home football game, day parking..
in thin area and previous use fo~this lot for parking associated
.with a special event the'PRC found the surface to be acceptable
for parking associated with the Texas A&M football game to be
head on September 30. The PRC felt that .the, question of adequacy
of the surface for additional parking should be addressed by the
full Commi sion.
