The school district plans to accept the College station Junior High
School as . substantiallycompleteon.oraroundDecember 1, 1990, and
begin Illovingin. The building will open for regular school classes
on January 2, 1990..
Please advise when the landscaping letter of credit is due to the
City and how much it will be. Also, please provide the rationale,
and/or how the amount ,is calculated.
I . do not intend to ..... resist the .. letter of . credit . requirement.
However, I would like to register another complaint. I do not
think that one governmental entity should be requiring collateral,
deposits, etc. of another governmental entity. An incident
inVOlving non-compliance with a City ordinance by a governmental
entity is, I would think, rare and certainly not worth the cost to
our common taxpayers .of buying insurance, ... or providing collateral,
to prevent it.
I am really not a compl.ainer. I am relatively new to College
Station, and once I get used to being over-governed, I am sure I
will fall in line like everybody else.
Not having expected or known of the first P and Z Committee
meeting, and therefore, not attending, was a setback that could not
be overcome. .. Eve.n' so, I .dosincerelyappreciate your help in
getting our concerns before the P andZ Committee,and the City
Council.

mornings we have been averaging 50 to 60 vehicles in .thefrre lanes. The main reason for this is inadequate parking for the multiple events at the ~~ool.
Meetings have been conducted with stafItodiscusstheproblem.Engineeringbas drawn up some conceptual plans with cost estimates and Ipresented them
to the school principals, the district maintenance superintendent and the athletic director thismoming..These are in conj\Ulction with some restripeing of the
the use of the natatorium. The school district is also looking at the amo\UltQfcapitalftmds available for this project.
with enough frre lane information pamphlets so each student will be provided with one to take to their parents. . . We will begin enforcement the week of
October 14.
I feel this.problemcan be resolved and.additionallyshouldbe addressed.atthetimeofconstructionofany.new.CSISD campuses. School are not being. used
as in the past and should be considered as multi...usefacilities and parking requirements should reflect this change.

A sidewalk was proposed in the . early discussions of the lastCIP bond program. . This sidewalk was suggested to connect the senior league. parking lot with
the junior high parking lot along the north side of the. baseball field. The proposal was cut from the program alollgwith several other items by the..citizen's
oversite committee.
I recommend that walk be... installed. along with..1ighting.for security reasons...The.problem.is going to getvery..inten.se.ollce.our.flag.football.leaguesstartat
that site next week. W ewillhaveeight additional teams playing on on four fields each Tuesday night at6, 7,& 8pm. This does not count the two csm
teams that play on the 5th field@ 6 & 8pm. We will have all 5 fields inaction with our flag football teams on Monday, Wed, & Thursday nights @ 6, 7,&
8pm.

rm not sure how this is going to work. All I know is that the fIre dept has identifiedwhatthey perceive to bea vefy serious problem, and I believe they are
trying to put together some suggestions as to what the school district might do to solve the problems, but I have no idea about funding, participation, etc. I
do know that Beachy has sent me mail saying that asidewalk was proposed in early discussion ofCIP program butwas cut by the citizen's committee. Steve
recommends installation of the walk. along with lighting for security reasons.. He's sending Gary Marske to attend the meeting. So far, that's about all I know
on the subject, but apparently DaveG. is working this uP. and will go to Skip with whatever he conies up with for direction before the school people are
notified.

We've never done a good enough job at pointing out some of our strenghts,accomplishments,etc.
Now, a question or two: Has CSISDrequested this? If not, are we proposing to fund it, it being the construction of new parking spaces? Is FireDpt. the
lead group and are they funding it?Maybe wetleed to look at some sort of joint project with Parksto improve pedestrian access between the school/park
parking and activity areas- I know that I have parked onilie school lot for years in youth flag football. I also know that the park parking lot is a great place
to park for Jr. High football games (if you don't mind walking in dust or mud, depending on recentweather).

O.K. - here goes! Last week one of the frremen carne over to get a copy of the site plan for the Junior High, explaining thathe was in the process of trying to
draw up a new site plan which included more parkingJots.It seems that because football games, etc. are now held at the Jr. High instead of Tiger stadiwn,
there is a real parking problem at those events. Also, apparently there is a church service held thereon Sundays which is also causing areal parking
problem.
It seems the parking problem is not simplyoneofovertlowparking, but all thefrre lanes are. being blocked -.and this. is wherethefrre dept is. coming in.
Well,.1 threw up. the red flag and have talked to Dave Giordano about this because he is the one who gave instructions to David. Sinnns (frreman}to to this.
Dave & I did talk this a.m. and lsuggested one of those "re-engineered" meetings -that is, call together the various depart111ents which would be affected by
the various changes thefrre dept is going to suggest, so all problems can be addressed BEFORE anyone talks totheschoolpeople! He agreed, sothat's

Also, Jane, who in Parks should be involved because one of the suggestions is going to be a sidewalk which goes to Southwood Athletic Park? I really don't

The city ofColleg~station concurs with your assessment
thatth.ecost for the solid sod to be placed and staked
along the west property line in the drainage easement is
included in the Landscape Letterof'Credit No. 643443-S
submitted to the city. Therefore, the City will issue the
Certificate of Occupancy for the Junior High upon your
acknowledgment and acceptance of the responsibility to have
the sod ~nstalled no later than April 15, 1991, or a partial
draw can be made upon the Letter of Credit No. 643443-S
dated DecemberlO, 1990.
After observing the current condition of the drainage
easement, the City will accept the temporary seeding of the
easement until the above referenced date. It does appear
however, that the winter Rye seed in some areas has been
washed away, leaving the banks and side slopes bare. '\t\Te
request that you overseed the area again with the winter Rye
to establish enough cover to last through the winter and
early spring.
The limits of the solid sod required to be placed by April
15 are the same as that originally submitted on the approved
site plan, with one exception. At the entrance drive there
is a flat portion which can be seeded with Bermuda seed up
to within 15 feet 6f the headwall structure on the drainage
easement. This portion must be solid sod to prevent erosion
next to the channel banks and headwall structure.

The City will not hold <the Certif.icate of Occupancy for the
fire hydrant that needs t.obe<lowered, but will assume that
you will see that this item is taken care of as soon as

Confirming our discussion at the jobsitemeeting, there will not be any
landscap ing requirements for the above referenced project other than the
landscape irrigation system which has currently been approved. The College
Station 1.5.0. is continuing their appeal to reduce the landscaping
requirements of the City of College Station. Asaresultofthe appeal
process schedule, an. assignment of the landscap.ingrequirements wi 11 not fit
the anticipated construction schedule for the project, according to your
office.
The landscaping for the project will be under a separate contract by the Owner
at a later date. The deferring of this work will not affect-th issuance of a
certificate of occupancy for the project according, to the City of College
