The P.R.C.met on March 22, 1989 to review the above mentioned
project and the following comments/concerns were addressed:

Duration of Easement
4. The easement, rights, and privileges herein granted
shall exist in perpetuity , or for so long as Grantee timely

Use of House:
Sigma AlphaMu(SAM) proposes that 200 Montclair be used as a
fraternity house housing seven members. SAM currently has 19
members, 5 pledges, and 11 little sisters. The house would be
used for fraternity functions and housing of the members. It
would not be used for fraternity meetings which would continue to
be held in Rudder Tower on Texas A&M campus . . ...,
Annual.events include spring arid fall rush, which consist of
approximately seven parties, half being of the picnic variety,
over a two and a half week period at the beginning of the school
semester. Alsoaparentsjalumni barbequeis held'inthe middle of
the spring semester during parent's weekend.
Signage:
Signage will consist of three separate wooden greek letters,
sigma', alpha, and mu,that, will be confined t.o an area of 4' by
10'. They will be sturdily attached in the position shown in
Figure 1. The letters will be tastefully. painted in purple and
white.

SUBJECT: Conditional Use Permit -Sigma Alpha Mu Fraternity to
be located at 200 Montclair (89-702)
The P.R.C. met on March 22, 1989 to review the above mentioned
project and the following comments/concerns were addressed:

prior to issuance of a building permit to change the use of this
structure from a single family residence to that of a fraternity,
or apartment house. Coordinate with the Building division for
specific code requirements and procedures for requesting
variances to certain requirements.

subject to approval of the City Engineer.

Alley'Between Montclair and Highlands
(Adjacent to the Rear of Rother's Book store)
I have reviewed the sight-distance available for drivers leaving
the alley behind Rother's BookStore using our current sight-
distance pol icy (attached) 6 To. insure adequate sight distance at
thIs location 3 head-in angle parking spaces fronting Montc~lair
Ave.nue should be removed to improve visibility looking left. In
addition, two pine trees and 120' of parallel parking adjacent to
200 Montclair should be removed to improve sight-distance looking
ri(ght from this drive as shown on the attached schematic.
An alternative to these prohibitioI1S is mak ing the alley one-way
west-bound between Montclair and Highlands street. This would
allow Rother's. BookStore to continue to fully utilize the
pa,rking adjacent to their building and would not impact paI~'king'
il1front of 200 Montclairo However, parking prohibitions fronting
201 Highlands would be necessary to insure adequate sight-
distance for alley traffic looking left. Parking looking right
from the alley at Highlands street is adequate because several
driveways preclude any parking between the alley and Jersey
street.

Dear Member:
Illness in my family will prevent my presence at the 7:00 p.m., April 6, 1989
Public Hearing on the <proposed location ofa fraternity house at 200 Montclair
Avenue. This letterconv.eysmy feelings about the proposal and they are shared by
my wife.
I have lived at 202 Montclair since 1.937. Therefore we strongly object to the
proposed locationofafraternity house next door and in a quiet and peaceful
neighborhood. The exact distance between the two residential wooden structures
is twenty five feet and four inches.
What value. isa.zoningprogram.ifitis. to be whittledaway.by these. kinds .of
requested exceptions?
I am not against fraternity houses provided they are located in areas other
than residential neighborhoods.
I am highly allergic to very loud music and late night noises such as
slamming doors and yelling at any hour of night or day, . scattered. beer cans and
clutteredparking...ona..narrow.streetand . yard. These . factors ...become most acute
at parties on weekends.

the City of College Station in 1938. From the beginning,
the protection of neighborhoods and their preservation was
paramont; we did not want to follow the pattern of Bryan.
I recognize that our neighborhood will eventually likely
become multi-family, Off campus parkingandlor office complex. . .but
we are not there as yet!
Texas A& M twi"th which I an my family have been identified
as student and employee at executive level,wasconceived
as one great Fraturnity and not to become fractured into
these Greek societies which we now observe. Such societies
have arepretation of organized "hell raising", contributin.g
todeterioation of a residential neighborhood, soundpoluters
and parking space gobblers.'
I do not oppose 200 Montclair being rented to individuals

I. PURPOSE
The purpose of this supplement is to document the selection
of.driveway spacings presented in the CITY OF COLLEGE STATION
DRIVEWAY ACCESS .POLICY and also discuss a method of determining sight
distance at intersections. Driveway spacIng and sight distance
are analyzed using the. same procedure which c()nsidersthe time-motion
characterist.ics of two vehicles . Vehicle 1 enters the roadway from
a stop condition and is o_ve'rtakenbyvehicle2.
