FACT' SHEET ON FAMILY DAY CARE
Family Day Care is the major form of child care that is
continuing ,. to expand to meet . the . growing need for affordable,
quality care.
Fami'ly-Day Care is home--based cal:"e----provided. almost. always
by awomaniin her 9wn home----for six or fewer children. Cur--
rently,.mo.t~ than 1.5 million women in this country provide
home--ba.sed,careto morethan.five million children, some 70% of
the chiildren in fulltime. care. These providers offer important
benefits such as. flexibl;eho.urs, close proximity to a child 's
hom~, ahome--like environment and small group size. Family day
care generally also cost,s less than half that of center....based
care.
Family day care is particularly appealing because children
receive. individualized attention. Special needs of infants or
children with disabilities or.of parents who work late shifts can
more easily be met. Si~ce nearly half the mothers of children
'under t;.wo ye~rs old are in the workforce, the demand for infant
care i$burg~oning. Fori infants, family day care is overwhelm--
ingly preferred byparenlts'.
providers of family day care are generally low and moderate
income women who come to their profession with a wide variety of
skills and training. Th~Yi are small businesswomen---NOT baby--
si tter.s....--astereotype thatl haunts them. From the point of view
of the community, family day care providers are important because
theyareself--employed, se[J.f--sufficientandoffer a critically
needed service to their ne~ghbors.
Th~ regulation of family day care continues to be a policy
issue that engenders greatidebate. Despite requirements in most
states that family day car~ homes be licensed, certified or
registeredpy a state agency, fewer than 10% are so regulated.
State l,icenl:dng standards have often reflected noble but unreal--
istic g()als,. Rather than encourage providers to come ~orward in
ordert()ga~n access to information ahd tr'aln;i.ng, strict and
forbidd:i.ng~icensing and zoning:requirements have pushed provid--
ersund~rgrpund. The laws1are changing. Some states have
alreadyimoV~d from licensing to less burdensome forms of regula-
tion, pltimately, it is parents who must take r~sponsibility for
monitoring the standards and quality of care that their children
receive, .

nonprofit systems connected with day care centers or other
private social "service agencies. Information and Referral
Systems, which'may or, may ,not 'provide informa.tion and training to
providers, help parents to find family day care in their neigh-
borhoods. Providers ,often advertise independently in local
newspapers or on community bulletin boards.

For some children in family day care, government support is
available. The local Departmen~ofiHuman Services.has.informa-
tion about eligibility. and assistance. ,Both child care costs and
food costs can be totally or partially subsidized.
The Children's Foundation, a national advocacy organization
for women and children, has been providing information, training
and organizing help since 1976 to those interested in family day
care.
