SUBJECT: Parking Lot Plan - Wolf Creek. Car Wash Expansion - Lots
9 through 11 of The Boardwalk subdivision (future~
W.P.C. zoning district) [89-4l3]
The P.R.C. met on 9-27-89 to review the subject project, aIJld,
before the review began, Mr. Callaway ann.ounced that the .pr()ject
will be reviewed under theC-l General .Commercial regulations
rather than the W.P.C.regulations which were not effective when
the plans were submi tted. He also, stated that the project has
made the decision to voluntarily observe the minimum reser'vation
line along the creek are'a established by the. W. P. C.regul at ions.
The P. R. C . recommends conditional approval of the project lI\lhich
includes the use and the general location of the. building, with
the following cha,nges to be made before resubmitting the plan for
additional review:
E.!!E.Q~R!Q~~: The existing pole must be moved to the northwest
property line with power to be furnished from that :point. It is
probable that 3 phase service will beavail~ble.
~ATIR ~ ~I~~R: No problems identified.
g.:..~.:..~.:..: Coordinate requirements with Alan Colley or LaVerIl Akin
of the company.
LQNI ~~~R gA~: There is an existing 6ft natural gas line running
along Harvey Road. The company can provide service to this
structure at no cost to the customer from that line. No problems
with the proposal have been identified. Furnish load requirement
breakdown. Coordinate requirements with Kean Register of t]~e
company.
~Ng!Ng~R!Ng: Drainage - A drainage report, erosion control
report, site grading plan and run-off calculations are required.
No on-site detention will be required for this project.
Minimum Reservation Line - as shown does not match the line
submi t ted 011 the adj acent Wes tern Autos i t ep Ian (89-412). No
fill dirt can be placed in the creek or creek bank section lbeyond the
minimum reservation line. Grading will be allowed up to the
minimum reservation line. Any clearing of vegetation along the
creek should be ,done by hand clearing methods only. Vegetation
should be maintained to control erosion.
f1A~~lNg: Mr. Callaway stated that the following zoning
ordinance regulations for 'the C-I zoning district have not 'been
met on the subject plan being reviewed:
-Number of parking spaces shown as being required is
incorrect. Additional spaces will be required.
-Dimension requirements have not be met, specifically those
proposed for island sizes.
-Landscape point requirements have not been met.
The applicant's engineer stated that parking had been addressed
as an extension of the original concept which was established
under the zoning ordinance effective prior to 1986. The
applicant does not consider this project an auto sales/service
facility, therefore the parking imposed for those uses should not
apply.
Mr. Callaway replied that the applicant has 2 avenues to choose
between to address the subject of parking spaces; those being to
go to the Planning & Zoning Commission to have a parking
requirement established for this specific use or to go to the
Zoning Board of Adjustment for relief from the standards
determined by the Planning staff.
The applicant's engineer then stated that the applicant is not
opposed to the landscaping required in the island areas, but he
would like additional discussion regarding the proposed island
construction around the existing trees and the points allowed
toward meeting landscaping requirements.
Mr. Hammons then stated the proposal includes 5 parking spaces
-for "compact cars" in an effort to maintain the existing c\lrbing
along the existing car wash.
Side setbacks. in C-I zoning districts are required to be 7.5 feet
in width, with specific reference being made to the area along
the western property line.

In should be noted that no additional signage is being proposed
for this expansion of the existing project.
Please furnish a copy of the agreement covering the "common
drivewaytt being negotiated for Lot 11.
~Y!L~!Nq: One handicap~ed parking space is required for up to 25
parking spaces. Coordinate location of the spaces with the
Building division.

BUILDING PERMIT PROCESS IS ATTACHED TO THIS REPORT.
tAny changes to an approved site plan must be cleared through the
Planning division.
