SUBJECT: Parking Lot Plan - Western Auto - tobe located on Lots
II through 21 of The Boardwalk subdivision (future,
W.P.C. zoning district) [89-412]
The P.R.C. met on 9-27-89 to review the subject project, and
before the review began, Mr. Callaway announced that- the project
will be reviewed under the C-l /GeneralCommercial regulations
rather than the W. P. c. regulations tvhich were not effect i ve when
the plans weresubmi tted. He also stated that the project :has
made the decision to voluntarilyobserv,e the-minimum reservation
line along the creek area established by the W.P.C. regulations.
The P. R. c. recommends apP,roval of the project with the foll,owing
conditions*:
g!!~QIR!Q~~: Furnish electric load data requirements,desired
voltage, and indicate choice of type of ,service' (pad 'mounted
transformer for primary service or underground secondary service
from a pol e mounted. ..trans former }.. Easement (s) wi 11 be requi.red
to cover utility service on the property.
~~IgR ~. ~g~~!!: The location of the fire' hydrant shotvn on tIle
plan being reviewed is not ,correct. Please show existing
utilities in the easements. There is a 12ft sewer line in the
easement along the rear of the property and an 8ft sewer I iIle in
the easement which turns toward the south.
The proposed location of the new fire hydrant in the landscaped
area to the east of the structure is acceptable to W&S, subject
to approval by the Fire Marshal's office.
The proposed location of the siamese connection at the northeast
corner of the project is also subject to approval by the Fire
Marshal.' s office.
The back flow for the sprinkler system must be in both an i.sland
and an easement.
g~I~g~: Coordinate requiiementswith Alan Colley or LaVern Akin
of the company. A 3ft conduit is required from the same pole
housing electric service to within 20 foot of power source on the
building.
!!QN~ ~X~R g~~: There is an existing 6ft natural gas line running
along Harvey Road. The compan}' can provide service to this
structure at no cost to the customer from that line. No problems
with the proposal have been identified. Furnish load requi.rement
breakdown. Coordinate requirements with Kean Register of the
company.
gNg!NE.E.R!.~g: Access - the curb cut reques ted shaul d have Sl
30 foot radius. If problems are identified, coordinate with Mark
Smith, Assistant City Engineer.
Furnish distance from centerline of this driveway to the
centerline of the driveway into the Safeway parking lot. ~Iinimum
access standards must be met.
Drainage - A drainage report, erosion control report, site
grading plan and run-off calculations are required. No on-.site
detention will be required for this project.
Minimum Reservation Line - as shown is acceptable. No fill dirt
can be placed in the creek or creek bank section beyond thE~
minimum reservation line. Grading will be allowed up to the
minimum reservation line. Any disturbed or destroyed vegetation
must be replaced north of the minimum reservation line.
Parking lot - Information provided including the curb secti.on is
acceptable. Furnish a pavement section.
~1~.N.N.!~g: Terms of the ZoningOrdinsIlce which must be met under
the regulations of theC-l zoning district:
-Raised, curbed islands are required at the end of parking
rows.
-The setback, raised curbed area along Harvey Road must be 8
feet in width to the face of the curb.
-The landscape plan will be submitted later, and is subject
to review and approval by the Planning division.

-The m1n1mum standards of the driving aisles, etc. in the
parking lot have been exceeded. If the minimum standards are
used, less concrete would be'required.
-It is recommended that consideration be given to using some
type of landscaping screening around the waste collection
facility. PROPOSED DUMPSTER LOCATION IS SUBJECT TO VERIFICATION
AND APPROVAL BY JIM SMITH, SOLID WASTE SUPERINTENDENT.
Landscaping - islands used for utility equipment locations are
not good locations for canopy,trees.
-The proposed sign is acceptable, and in compliance with
requirements.
-More landscaped areas are preferred and would help with
meeting the "adequate dispersaltt requirement.
Building - 3 handicapped parking spaces are required for projects
with up to 75 parking spaces. Designated areas for those spaces
could be better located than indicated on the proposed plan.
Coordinate with Building division.
At this point Mr. Callaway reminded all present that the City is
not imposing either the old C-l standards or the new
W. P. C. ,district requirements, but rather the decision as to which
district regulations will be followed is left to the applicant.
~~~ R~~R!l~~NI~~!Y.~: Expressed a, desire to create an environment
to work with the City in the future Wolf Pen Corridor
development, and would like to ur,ge the applicant to check into
the tradeoffs being included in the W.P.C. district regulations,.
Expressed a preference that the entire development along tile
creekside to be as unobtrusive a~possible, rather than to
at tract attent ion to each illdividual project. Therefore, ""ould
prefer the tire storage/dumpster area to be constructed of more
natural looking materials than the proposed red & black finish.
SUBMIT 13 COPIES OF REVISED SITE PLAN TO THE PLANNING DIVISION
FOR APPROVAL PRIOR TO CONTINUING WITH STEP II OF THE BUILDING
PERMIT PROCESS WHICH HAS BEEN -ATTACHED.
*Any changes to an approved site plan must be cleared throtlgh the
Planning division.

Contractor, SUrlwestConstructi on, Inc.. to. give you some idea as to the
operationofdtheretail area in a Western Auto store. Since this
Western Auto store.. is. an . automat ive and accessori.es store wi th the
majority of our customers purchasing goods for carry-out, this means
that.ourcustomerwillspendaveryshortdtimeinthestore,on,a
comparative basis. A large portion of our store is self-service which
requires a minimal amount of customer service assistance. For a store
of this type we would haveifrom six to e'ight employees working in the
retail area who would man the P!1rtscQunter and the check-out or
cashier area. Generally will have anywhere. from twenty to twenty-five

Dear Mrs. Morgan:
This letter is in ];'espol1S;eto your letter of May 6,1990 and our on site meeting
this date. The meeting was attended by. you and David Pullert, Ci ty F..ngineer,
representingtbeCity ofCOllegeSt,ation ,Tom Parlow, Western Auto Store President,
and Duane McQueen, SU11westConstruction,Inc. We · agreed as follows:
1. Relocate two' trees > approximately 8' behind the curb line.
2. Decrease thec]..ltintp.eslope from the southern ball of these trees back
to the naturalgrad.e '.atthe. Minimum Reservation Line.
3 . Sod from the replanted trees to the Minimum Reservation Line.
4. This area would.continue...to. be watered 3 to 5 times a week.
5. The Native grass is beginning to grow and the native vegetation is coming
back below. the, MinimuID..Reservation Line.
6. Common consensus was I tllat with proper watering and seeding of the area
below the 'minimum reservation line we would have a good coverage of plant
material that would eliminate ad.ditional erosion control.
7 . In relationship to the area in the parkway between the property line and
the back of the curb, inspection revealed that this grass was seeded at
the end of the johann.1 presently grass is 3/4 to 1 1/2 inches high.
With continued watering and maintenance we will have the full coverage as
desired.
8. Agreement was tome~t again on Jqb site during the week of July 16th and
evaluate the progress and make any other provisions to remedy the
situa-tion to the satisfaction of.the C.ity.

This letter is to confirm ,our conversation April 16,
1990 regarding>the drainage improvements located behind t.he
W.esternAutosite in College station, Texas. As stated in

April 12, 1990 and there ,was some confusion as to the a:r-ea
to be restored. His concern obviously .was the possible
disturbance to recently planted landscaping.
The requirements for the restoration of the area
includes all area beyond the curb line that was disturbed,
regraded, or altered in anyway from the natural topography.
This is a small., area however, due to the channel veloci ti.es
and volatility of flooding within Wolf Pen Creek, any
disturbance to the natural topography can have a significant
impact.
Therefore, to restore
conditionS should be met:
the
area,
the
following
Removal of fill material from channel. bank back to the Cllrb
line. (After a site investigation, I estimate the averclge
fill in the area to be appro.ximately 30"). This will
require replacement of recently planted landscaping i tenlS .
No landscaping is required beyond the minimum reservation
line, however, sodding from the creek bank back to t:he
minimum reservation line is required.
We realize the restoration area includes area past t:he
minimum reservation line. However, the difference in
elevation from the original elevation, , (30"), at t:he
minimum reservation line, would have required some sort of
slope stabilization (retaining wall" gabion structure, etc~.)

from the creek ,bank back only to. the minimum reservation
line (as previously discussed), would result in a slope too
steep.
