Texas Avenue (Tracts 1, 2 & 3 Meadowland Addition subdivision) 89-411 The Project Review Committee met on 9-13-89 to review the subject proposal, and id.entified the following concerns which must be addressed prior to approval of the plans: ~1~~~!Ng: On the satellite parking lot, only the new parking areas will be addressed, and if those new areas do not meet ordinance requirements, variance requests must be taken to the appropriate boards for consideration and approval prior to approval of the site plan proposal. Verify dimensions from the face of curbing along University Drive and the pillars on which the security gates will be attached. Any change in use of the vacant building being used for storage could affect the parking requirements,and must be considered by the Planning Division before a change in use can become legally effective. Place curbing or wheel stops along the new parking area to the north of the tower to. better define the parking area from a.reas not proposed to be used for parking. Restripe all parking areas. Recalculate the landscaping.points, us ingboth the existing and the additional landscaping which will be required. If the planting area at the northern propert}T line of the satellite parking lot is not actually there, please delete any reference to it on the site plan. Either indicate the dimensions on the parking spaces, or include a typical parking space dimension note. ~~~Q.X!n.Q~~: Coordinate with the Electrical Division concerning a requested 20 foot easement along the east property line of the satellite parking lot which would allow installation of a lc)op service in that area. E!R~ M~Rltl~~: T~elocation of the security lights in the driving aisles in the satellite parking lot may interfere with fire protection and emergency equipment egress into that area. Relocation of those standards is not being required, but the applicant/owner of the property should be aware that response time to any emergency in that parking lot could be adversely affected because of those standards. Ifa decision is reached to relocate those standards, a 20 foot driving aisle should be maintained to provide adequate access for emergency vehic.les. The Fire Lanes.should be designated by using double line yellow stripes with black lettering. Begin the striping at the entrances and continue along the back of parking stalls. Fire Lane striping should be completed as soon as possible so emergency access can be guaranteed to the residents of the tower if needed. Mark tlle area between the Hampton Inn and this faci Ii t.y as a Fire Lane, aJrld leave an area for access to the sprinkler equipment, if parking is allowed in that area. The Commission' concluded that 379 parking.spaces.neededto be available for the dorm residents. This ratio equa.1s 1.18:1 parking space per dorm room (which is a higher ratio that the 1.00: '1 parking spac:e per hotel room requirement). Due to various factors, the scope of the project has changed somewhat, "qnd there are now 200 rooms set aside for dorm residents (during the fall and spring semesters) and 115 hotel rooms and suites, fora total of 315 units. The reason that there are oIlly 315 rooms/suites is that all of the unfinished space was completed as suites instead of the higher density individual dorJtl rooms that were utilized in calculating the total maximum number of rooms of 363.
