Dear Sabine:
I app~eciate the information and co[yof the site plan. I have marked
on the plan 'where we planted the trees. As you can see, two of them (1
and 2) are not where originally shown on the plan.
One was planted in the first locationl but didn't do well. I ca.n only
specul ate it was because it was shaded by the Post Oak trees to~~ering
above it. The other one was not planted wh~re indicated because it
would have been directly in front of a tenant'~ sign and it too, would
have been in the shade for much of the day because of the building. I
feel both trees are in. better locations now.
The other two ~ weren' tpl anted because we didn't finish that par~~ of the
parking 1 at until early NOVelTtber . I decided to wait until after winter
to plant those two. Thanks for the reminder - I had them planted last
week.

RE: Landscaping at Shiloh Place renovation
Dear David:
Pursuant to our phone conversation last week , I..ran a copy
of the site and landscape plan. To avoid confusion, I have
summarized the requirements as they relate to your site as
follows:
- 500 additional points were, required at the time
of the revised site plan
- Half of these points, or at least 250, need to
be in canopy trees, the rest of the points ,may be
canopy or non-canopy trees, or shrubs
- One canopy tree is worth 75 points
- Four trees would meet the canopy tree
requirement, for a..totalof 300 points
- Only one tree was counted at the time of'
inspection, three more are needed

The P.R.C. met on this date to review the subject proposal,
and made the decision.to approve the project with the
following ...recommendations.:
BUILDING DIVISION: The canopy need to be ofanon~
combustible material.
ELECTRICAL DIVISION: The power pole located at the southwest
corner of the building needs to be at least 10 feet from the
building. when relocated which . will put it out in .. the
church's parking lot. An easement will be needed from the
church to relocate the .. pole. The estimate for the city to

WATER & SEWER DIVISION: No problem with the installation of
the fire hydrant as shown. Final location is subject to the
Fire Marshall's approval.

SUBJECT: Parking Lot Plan-Addition of2 pneumatic drive-'
through stations in an existing driveway and a drive-
through window in the existing building in Shilohl Place
Shopping Center Phase I (89-410)
The P.R.C. met on this date to review the subject proposal, and
made the decision that approval of the project could not be'
recommended due to the following concerns which were identified:
~!l!!!!!!Ng!!!Y:!~!QN: The structure cannot extend into the bu.ilding
setback or into an easement.
~~~. g~~Rg~IN~~I!yg: The southernmost driveway, which is proposed
to share access wi th the church adjacent to this project, mlust
continue to provide 2-way access' to provide access to the church.
The stacking of traffic on this lot which will be running
parallel to Texas Avenue would tend to create a distraction, and
therefore becomes traffic hazard.
~1~gI~lg!1: There isa power pole located at the southeast
corner of the building. If this pole is moved, any costs
involved in relocating it must be the responsibility of the
developer. If the pole is relocated to the point shown on the
plan reviewed (Plan E), it will have to be guyed on the adjacent
property (the church). A written agreement to this from the
adjacent property owner must be submitted before this can l::.e
approved.

located within 300 feet of all parts of all buildings as thLe hose
lay. The church on the adjacent lot is provided coverage f~r.om
the fire hydrant at the northwest corner of the building. If the
hydrant is moved to the location proposed on Plan E, and tile
driving lanes. are.develope.d with 3 lanes of traffic circulslting
thr-ough 2 pneumatic stations and a drive-through window on the
weste.nd of the building,. fire emergency equipment would no~
lo~ger; have. access from the hydrant to the church, and an
additional hydrant to provide coverage for the church w.ouldl be
required.
Before adding or moving a fire hydrant, construction documents
must be approved by the City Engineer's office.
INq!NI~R!Bg: Redraw any revised plan to scale.
Show the exact location of the 20 foot utility easement which
runs parallel to Texas Avenue. Neither the structure nor the
pneumatic stations can be located in a utility easement.
Concern with the proposed 3 lanes of traffic was expressed.
The amount of space for stacking vehicles it too short.
Circulation to/from and within the parking lot will be bloc:ked.
~!!~N~!~@Lg,QN!~q: Any landscaping destroyed must be replace:d
somewhere on the site tomaintainatandards existing at the time
of approval of the shopping center.
Zoning Board of Adjustment action will be required if the canopy
or cover ext-ends into the front setback.
Concern was expressed with the proposed shared access. An
acknowledgment from or agreement with the church must be
supplied by the applicant.

On November 20, 1989 , lspokewith Mark smith in order te)
get some background prior to my meeting with David
Alexander. It seems that David is in charge of pursuing
site plan approval for Homestead SavingsatShilph Place.
The property is currentlY plated with an unfiled plat. The
propertysharesj oiD.taccess wi ththe neighboring Baptist:
Church. Most of the driveway is across. the Church tract..
David has submitted a site plan which changes the Stat\lS quo
with regard to the. Church property. It effectively.m~kes
two-thirds of the driveway into a one way exit for jthr.drive
through teller positions. This is the Church's OI1liY access.
David Alexander was not required tohavetheChurchi.listed
as a joint applicant. He was asked to provide the ~i~y with
a copy of the joint .access agreement. It seems that nonE~ of
the parties can find the agreement and that a proce~s ofne-
gotiation is now going on between the Church andHo~estead.
David carne .in toindic.atethat he was not very happy rwitll
the requirernentthathei get permission from the .Chu:rch tC)
change the use of part of the drive. I indicated to him
that Mark Smi thwas really being pretty lenient on him' bE~-
cause Mark could have imposed the requirement that .thie
Church be a joint applicant since the change involves the
Church. In response to his complaint thatMarkcouldha'/e
just ignored the Church, I told him thati t would b'e unrE~a-
sonable where a change is being made with regard.totheuse
of someone'spropertyto do so without notifying them. He
agreed, although not wholeheartedly. I ~lso told him that
it would not beunreasopabl~ .for the Church to be complain-
ing about the staff to the Council if wedidapprov~the
modification wi thoutthe Church 'spermission. I thinkh~~
went away with a better understanding that the staff 'is l:1ot
trying to give him a difficult time.
