SUBJECT:
Parking Lot Plan -Wolf Pen Creek Family Recreation
Center (89-404) to be located. at t'he southwest co:rner
of East By-Pass an,dHolleman(lots 1 & 2, Sutton :Place).
The PRC met on this date to review the subject proposal. The site
plan as drawn could,not ,be approved due to the location of the flood-
way on this property. The PRC answered questions and made the
following comments relative to the project.
WATER & SEWER: Applicant wasinforIIledof the~ wolf pen creek'sE~wer
project This newline will be placed in' an. existing 'easement but
temporary construction easements will be necessary. Construction
shou1d.begin within the next few months~ There is sufficient sewer
capacity for the proposed project in place. Ifasewer tie-in to
the 18" line is propos~d, a manhole will be needed.
The 12" line running along the East By~Pass and the 6 II line al()ng
Holleman are incorrectly located on the site plan. Theyare
actually in the right-of-way.
There is sufficient water line capacity for this project.
FIRE DEPARTMENT: There maybe a need for a.standpipe system.
The Fire<Marshall will check the building code to determine if
this is.arequirement. The covered drive area on the north corner
of thebui1d,ing' must<maintain a14 · clearance.
G.T.E.: There are facilities nowto.the existing Go--Cart tract.
Applicant must provide conduit from the termination point in the
building to the right-of-way. Coordinate with.LaVern Akin of G.T.E.
Based on the number of lines discussed at this meeting a 2" conduit
should be adequate.
ELECTRICAL: AS.this is in the,'WolfPen Creek Corridor all utilities
will need to beunderg17'ound. Applicant must submit a letter requesting
underground service. Thisservic.e will come>offtheaccessroad. The
app'licant pays for the. addiitionalcost of underground service and
furnishes the conduit. The City will need the load data and will
f<urnish the transformer.
ENGINEERING: A variance to the curb-cut policy will be necessary
for the opening onHollem.anclo'sestto the By-Pass. The double
opening for the delivery/trash .servic'e area. is acceptable .
The floodplain cov,ers>a largeiportion .of,this,s,iteandthe;.:floodway
runs generally throug'h the. batting c.ages and the '. middle of the. parking
area according tothe'<flood'plainstudyprepqred .for . the Wolf Pen Creek
master plan,. This study ha'sbeen'.....subrnitted . to the Federal Emergency

This will not allow>.the site plan to be approved as .drawn.
At this. p'oint the technical review of . the sitepla.n was completed.

joined the'applicants and PRe members for ad.iscussion .of the Wolf Pen
Creek Corridor Master Plan.
JIM CALLAWAY: Mr. Callaway, gaveadescriptio.n of the Wolf Pen Creek
project and empha.sizeditsimportancetotheC.ity' Council. He discussed
the Tax InCrement Finan'cing District that has been created. He also
mentionedthedesiref'orprojects to orienttot,he . creek and possible
development. in cent ivesthatarebeingdevi,sed at. this time. He
mentioned that this conceptual. plan had bee:npresentedto the .' 'Wolf
Pen Steering. Committee and that, their response had been that this
kind of project would be very appropriate to be located on this end
of thecorridoropposite<the public park facilit ies proposedi:n the
first phase of the<master, plan. implementation. Hedidindicatie
that this first phase is awaiting grant approval from the Texas
Department of Parks and Wildlife.
LEGAL: The parking as. shown .ison property.notown,edbythe applicant.
There must bean ownership interes't either< int'he .....form of fee simple
title. or a perpetual'.'easement.. to satisfy. ordinance requirements. A
copy of an acceptabl'eeaseme'nt will be furnished to the applic1ant.
