EXHIBIT "C" MINUTES - P&Z MEETING ~-18--89 y, r ~' 0 ~` City Council Regular Meeting Page 2 Thursday, June 8, 189 c~nstructia~ of Pebble Creeks subdivision and Highway 5 Sauth project. Thy plants location is app~axmately 22a ft. east of the ~.ntersectian of Marsh Blvd. and Spearman give, and it is 3.45 acres. The property is reflected as commercial an the land use plan. Ms. fee presented slides showing 'the site. Ms.-Kee pointed out that this item is befare the Council because the Zoning Ordinance has ~ section that allows for the placement of temporary buildings and construction equipment and calls for removal `of such equipment when work is completed. The applicant has also- requested this agreement allowing them to provide concrete tQ the highway 6 south project. :she specified the terms -of the agreement. - -. Councilman Haddax asked about one of the terms stated in the agreement, "No :Retail Sale ." 'Ms. Kee replied that the Zoning Ordinance does not allow retail sales in this zoning district; a rezoning Would be necessary_if the applicant wanted to ,expand the operation. The applicant has stated that they do not desire to apply far rezoning at this time. Councilman Birdwell asked if anyone. has contacted Greenleaf Hospital. Ms. Kee .relied that she is not, aware of any notification to CHCA Greenleaf. Cauncilman_Haddox added that ~, conversations have- been held between Mr. A.P. Boyd of Young '~~, Brothers and Greenleaf re ardin the location of the lant site. g g p The applicant,-Mr A.P. Boyd, addressed-the Council. He referred to Mr. Haddox's earlier comment and explained hat Mr. Dennis Goehring, of the CSEDF, talked with. Greenleaf. Cauncilnan Haddon asked-Mr. Boyd if the plant would bee i ed ~ pp to move within a few days. Mr. Boyd replied ..that. the plant can be disassembled within twenty-four hours.. `He will work with the Ecoriamic Develapment'Foundation if a problem arises and the plant becomes a displeasing site for a major prospect in the Park. Mr. Boyd commented that he has na problem appearing before the Council on an annual. basis for renewal of this agreement. Further discussion was held regarding concrete sales to builders in the area. (Councilman Haddox moved approval of the development a regiment g between the C~,ty and... Young Brothers. Councilman McIlhaney seconded the.:mot~.on. The motion carried:::unanimously, 7-Q. The Council directed the Legal Department to pursue the issue of retail sales to builders in the Texas'Centroid-Ranch area, and if the development agreement could be extended to inc ude additi©nal areas. Secondly, the staff should contact the Greenleaf Hos ital P to let them be aware of the location of the concrete plant.
