AN ORDINANCE REVISING ORDINANCE NO. 1638, THEZONJ:NGORDINANCE
FOR THE CITY OF COLLEGE STATION, SPECIFICALLY AFFECTING PARKING
LOT STANDARDS FOR TEMPORARY PARKING FACILITIES.
WHEREAS,the City Council of the City of College Station, Texas
held a public hearing in the City Hall at 7:00 p.m. on Thursday,
October 13, 1988, on the question of revising Ordinance No.
1638;
,AND WHEREAS, .the City.Counell-has determined:dtorevise" Ordinance
No. 1638;
THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL .OF THE CITY OF
COLLEGE .ST AT 10 N, TEXAS:
Amend section 9.2 of ordinance 1638 by adding section 9.2.F
TEMPORARY PARKING LOTS to read:
ttTEMPORARYPARKING LOTS: When a.dditional parking,' in excess of
what the zoning ordinance requires.and/or in excess of what was
installed when a facility firstop.ened,is necessary to
accommodate business or patronage that was unanticipated when the
facility first. opened, this parking may be supplied using the
standards below. All such parking lots must receive si.te plan
approval from t.hePlanning&ZonlngCommission following the site
planre\fiewprocedures doutlinedinsection' lOofth'e zoning
ordinance. If these standards are allowed,theparking lot may
exlstona temporar.yb~asis"nottoexceed 12 months.. The
beginning date of. the 12 month period shall be determined by the
Commission.
STANDARDS
1. The surface of the parking lot may be gravel or some other
temporary.....materlal as .app.roved' .by....the......CityEngineer.

4. When entrance is allowed to the lot from apublicright-of-
way, that portion of the entrance located in the r~ght-of-
way must be paved with an all weather surface as approved by
the City Engineer.
5. Itmus t be shown that st~eps will be taken to prevent the
blowing of dust onto adjacent properties and the tracking of
mud 'onto public rights-of way.

REVIEW BY THE COMMISSION-
The Commission shall take into consideration the following when
reviewing any request for a te~porary_parking lot:
Safe and convenient traffic control and handling, both
internal and external
Assured pedestrian safety
Efficient and economic access for public utility and

Runoff,drainage and flood control
Impactonsdjacent land uses
Whether'inaparticularcase the above standards will be
detr.imerital to the public health, safety or general
welfare
The Commissi;on may impose any additional standards necessary to
the protection or preservation of the public health, safety or
general welfare.
FUTURE ....COMPLIANCE
At the end of the 12 month period> t.helot mus tbebroughtup to

FORTIlECITY....OF COLLEGE .STATIONtSPECIFICALLY AFFECTING PARKING
LOT STANDARDS FOR TEMPORARY PARKING FACILITIES.
WHEREAS, the City Council of the City of College Station, Texas
held a public hearing in the City Hall at 7:00 p.m. on Thursday,
October 13, 1988, on the question of revising Ordinance No.
1638;
AND WHEREAS, the City, Council has determined to revise Ordinance
No.' 1638;
TIIEREFORE t BE IT ORDAINED BY TIlE CITY COUNCIL OF TIlE CITY OF
COLLEGE STATION,TEXAS:
Amend section 9.2 of ordinance 1638 by adding section 9.2.F
TEMPORARY PARKING'. LOTS to read:
"TEMPORARY PARKING LOTS: When additional parking, in excess of
what the zoning ordinance requires and/or in excess of what was
installed when.a facility first opened, is necessary to
accommodate business or patronage that was unanticipated when the
facility first opened, this parking may be supplied using the
standards below. All such parking lots must receive site plan
approval from the Planning & Zoning Commission ..following the site
plan review procedures outlined in section 10 of the zoning
ordi nance. If these standards .are allowed, the parking lot may
exist on a temporary basis, not to exceed 12 months. The
beginning date of the 1.2 month period shall be determined by the
Commission.
STANDARDS
"1. The surface of the parking lot may be gravel or some other
temporary material as approved by. the City Engineer.
2. The lot must be designed to accommodate drainage in
accordance with the City's drainage ordinance. Curbs, gutters or
otherimprovement.smay be required where necessaryt.ocomplywith
drainage regulations as approved/by the City Engineer.
3. Entrance to the lot from any public right-of-way is at the
discretion of the Commission based on recommendation of the City
Engineer.
4. When entrance is allowed to the lot from a publicright-of-
way, that.portion of the entrance located in the right-of-way
must be paved with an all weather surface as approved by the City
Engineer.
5.' It must be shown that steps will be taken to prevent the
blowing of dust onto adjacent properties and the tracking of mud
onto public rights-of way.
6. Fencing, landscaping or some other materials must be placed
in such a way as to screen the lot from view from any public
right-of~way or any adjacent development. The method of
screening shall be approved by the Commission.

FUTURE COMPLIANCE

full compliance with parking lot stan4ards applicable to the use
as required by the Zoning Ordinance or the lot. including all
paving material, must be removed and the area no longer used for
the parking of vehicles. If the lot is removed, the area must be
sodded, .se.ededor hydromulched with, grass within 10 days of
removal. Driveway access shall be removed and curb ,and gutter
replaced."
This ordinance shall become effective from and after its passage
in accordance with the City Charter of.the City of College
Station.
