In an effort to promote_ an attractive and functional urban
setting in Northgate the fol owing de~:s shoo d be incorporated
into landscape/streetseape requre~ents for this-area.
1) In areas where buildings and sidewalks a-xist, Maintain a
minimum -pedestrian walkway of 60" ~5~). This.. is the minimum
space required by A.N. S.I. standards for the side-by-side
passage of two wheelchairs. This walkway space-may either be on
the building side or the curb' side of the sidewalk. Many
existing building sites in Northgate lack enough space to include
any landscape/streetseape-addit-ions. These sites shall be
considered exe~pt from requirements.
2) The landscape/streetscape improve~ents ~ should encompass at
least 1/3 of the width of the building frontage. Doorway widths
shall be excluded from frontage calculations, Live-plant--
materal gust be included in each proposal. What we are asking
~~f.or._ pis that .thee developer/business~an contribute visually to the
neighborhood in a positive manner.

3) Elements of an attraeti~e-streetscape might include raised
planter boxes, at-grade planting beds,-seating benches,-light
features, trash. receptacles, and decorative railings, banners,
etc.. The Commission might consider placing style standards on
some of these: items.
~) Items used in the streetscape must be durable to r~eather and
humans in -order to Maintain--a go-od appearance over time. When
considering plant materia s, one must look at the-ability to
withstand and thrive in restricted settings and harsher-than
average growing conditions. - In-tial planting size and mature
height/spread are importants issues. A pl-ant list emphasising
small trees, shrubs, and flowers should be compiled.
5) The guidelines shall be developed in eo-operation with the
Northgate Association.
6) Upon aeeeptance of a set of guidelines, he Planning Staff
shall produce copies for distribution to developers and owners of
businesses in the Northgate zoning district,

ITEM: Public Hearing to: consider amending section '~.ll of the
Zoning ordinance to exempt 'areas in the C--NG "Commercial--North ate
zoning district from specific ~andseape requirements and to allow
the Project Review Committee the f~,evbilt~ to require
land~capin~ where apPropra.ate.
ITEM SUMMARY: Ori~inall~ the intent of the C-NG Commercial-
Northgate} dietrict was that proje~;ts would be exempt from
parking and landscaping. These requirements were to be at the
discretion of the~P.R.`C. based on the special conditions that
exist in the area. However, the current oz•dinance requires
landscaping to meet full. ordinance requirements for all projects
in the Nor•thgate area. This creates a problem in that mangy areas
in Northgate have no spade to provide an~T kind of outdoor
plantings.
Thee ~~,al°1' received direc~~ion .fr°om the Planning K: 7onin
Commission to'pr~pare an ordinance amendment that would exempt
projects in this area from landscaping and would allow the P.R.C.
the flexibility to impose landscaping when appropriate;
