EXPLANATION OF OVERFLOW PARKING AREA
THE PROBLEM
The gravel overflowparking'area on the north side of the
church building was an attempt to. aodress, a safety concern. The

The next logical solution to try then was to improve the

cost restraints. Our prayers seemed to be answered when a suppl;y
of gravelhauled~t:'ee 1:.0 our site was donated, free use ofa
maintainer wa's offered,. an operator vol unteered his time, and the
state hig'hway department granted the' church apermi t to construct
an access ,driveway to the field. (Unfortunately in all the
excitementth~ need for a city permit was overlooked.) The
existing gravel overflow parking. area is the result of the
preceding circumstances and decisions.
THE RESULTS
The initial traffic hazard and safety concern have been

AldersgateUnitedMethodist Church does not wish to violate
any ordinances in our effort ,to supply safe .'. and adequate parking
for those people who desire to. worship with uson Sundays. The
church leadership atth.istime cannot in good conscious raise and
spend $100,000.00 fora parking lot that would be used for only
fivehoursaweek when there are so many other desperate needs in
our community. The church would abide by any ordinances that
would a 11 ow for the meet ingof standards in stages and thereby
s,pread out overtime the financial burden of compliance. The
leadership of AldersgatewQuld accept the responsibility of
working with the City Staff and the Planning and Zoning
Commission to develop these new ordinances.
Aldersgate United Methodist Church requests that the City
Council grant Aldersgatersappeal. of the Planning and Zoning
Commission deni<alof a Conditional Use Permit for the overflow

AN APPEAL TO THE COLLEGE STATION CITY COUNCIL
Apri 118, 1988
The Trustees of AldersgateUnited Methodist Church would
like" to appeal the recent decision of the Planning and Zoning
Commissi.on to riot approve our request for an amendment to the
conditional use permit for the S acres adjacent to the church. We
ask that this appeal be pla.ced on the City Council's agenda as
soon as is practical. <The request for the amendment was turned
downbasedonaspecul a ti on that an appro va lwou 1 d be "send i ng
the wrong message..to the community"... This. speculation was given
more weight than the actual positive benefits of the project.
The attached information was given the P& Z Commission and
explains our positiol'"l.We will give additional information to the
City Councilata later date.

A rescheduling effort was the first solution implemented. The
c hurchadded at hirdwor s hip service and two add i t iona 1, Sunda y
School hours to help spread out more evenly the church attendance
throughout the morning instead of the usual concentration of
people at the 11:00 a.m. hour. This effort was partly .successful,
but some vehicles were still needing to be parked. along the
frontageroadi especially when the field next to the building was
wet.

BACKGROUND INFORMATION
Aldersgate United Methodist Church is not only a facility on
the East Bypass but is a church family made up of 1,100 membe,rs
and several hundred regular "visitors" who all believe that true
Sunday worship sho.uldspillout in community service throughout
the rest of the week. Examples of this service to the community
are: the building isa precinct votingsiteithebuilding is a
designated Red. Cross emergency d isastercenter (this means the
possible disruption of Sunday services): an Alcoholic Anonymous

$540,000 in direct aid (food, housing, utilities,medical

OUR PROPOSAL
Aldersgate's Trustees and Board view the existing gravel
parking area as 'only a temporary sol'ution.toan immediate
problem. The second phase of the church's master plan call s. for
an auditorium and office building which will partially lie on the
gravel lot. The> parking for the second phase calls for a lot
