A preliminary review of the subject proposal was made on this

Furnish meter locat.ion and load requirements.
FIRE DEPARTMENT (Harry Davis, Fire Marshal):
Show fire hydrant location. All stru~ture's must be
within 300 feet of a hydrant. After determination is made
regarding a definition of the seating area, requirements for
the seating area will bemade.CertainlY,therestrooms and
the concession stands must be located within 300 feetofa
hydrant.
Emergency vehicle access. will be required. Specify
location of access and comply with minimum standards.
ConsideratioD>should be made regarding inclusioDof both the
football stadium and the baseball field. Coordinate

Easements will be required around the entire perimeter of
the property as follows:

Consider these easements and coordinate with the Electric
Division and McCord Engineering.

provided for Engineering to evaluate the site plan completely.
The applicant was encouraged to build in the fringes of
th~ floodplain and to avoid the floodway, wbichwould remove
the necessity of a permit from F.)!:.M.A. Thepr,operty would
stillbeen'cumberedbyflood plain, but additional permits
would not be required.

The parking spaces/circulation isle dimensions can be

Any proposed signage should be included on the site

the Planning & Zoning C.ommission. If signage is not incltlded
on this proposal, any future signage will require addi tioIlal

project, with the result being that the position regarding
recommendation of approvalwill be pending resolution of the

If the problems are not resolved by October 28, 1988 (date
packets are prepared) the Commission will be advised by staff
to hold the public hearing on the scheduled date (November 3,
1988), but to table action until solutions can be reached by
the applicant.

City Engineer Pullen voiced serious concerns regarding the 15tt
sanitary sewer line which is proposed to be located under the
stadium/track. He explained that if that line is left in that
location, and any type of problem would occur, the public
health could be endangered, events would have to be reschedule
for indefinite lengths of time, etc. His recommendation was
that the line should be moved. A complete engineering report
covering soils investigation is required.
Mr. Pullen pointed out that the proposal still appears to
impact the flood plain and adjacent p.ropert ies. Approval from
F.E.M.A. will be required if there is any infringement into

Mr. Pullen announced as a voting member of the P.R.C., that if
