SUBJECT: Con.ditionalUse Permit - Si t.e/Parking lot reviet-l c.f the
pro-posed College Station Independent School Distri.ct
Elementary School to be located on a 10 acre tract of
land at the northwest corner of Rock Prairie Road and
Welsh Street (in the Westchester Park subdivision) (88-705)
The P.R.C. only has the authority to approve site plans if alII
ordinance requirements are met. The P.R.C. met on this date~ to
review the subject pr.oposal and approved the proposal with the
following conditions*:
ENGINEERING DIVISION
E~l~.r.!.Y~!!~X~.2.2!:~.~: The auto dropoff point is located in a one-
way driveway with entrance to take place at the most northern
t'
access along Welsh and exiting to take pla.ce at the most sO'llthern
access along Welsh., Both locations are approved, but the ra.dii
on the inside turning point should be a minimum of 25 feet.
The bus circulation driveway access point should be shifted
slightly to match the southbound lane of Victoria. The applicant
should be aware that t"hen Rock Prairie Road is extended, it is
probable that the intersection of Victoria St., Rock PrairiE~ Road
and this driveway will become a 4-way signalized intersecti()n.
The applicant should also be aware that the continuation of .the
streets in the area and the development of the Junior High 8chool
site will cause traffic congestion in this area, and devel OI)men t
of some alternatives for bus traffic may be necessary.
R~l.!!!:~!!!~g~: Compl iance wi th the Drainage Pol icy and Ordinflnce,
both during construction and after completion of the project, is
required.
R~.!..1!!.i!!i~ !!!!!~!!.Q Q~. ~Q.~~gQ!!~Q: The water lines and sewer.
lines which will be abandoned prior to the development of tllis
site must be cut, plugged and officially abandoned. Some streets
in the area must be officially abandoned.
H~l~i~~~~Jk!: Take care in designing sidewalks for this site to
address features for both ambulatory pedestrians and wheelcllair
traffic.
ELECTRICAL DEPARTMENT
Coordinate the electric service entrance with the Electrical
Superintendent. The Ci ty and the telephone compan}' would prefer
to serve this property from Welsh Street, butthe'appli.cant
indicated a preference for service from Rock Prairie Road. If
service is provided from Rock Prairie Road, a riser may be
necessary along that street.
Coordinate service scheduling closel}' with the Electrical
Department because the transforme.r must be ordered and it ist
probable that 20-26 weeks will be required for delivery.
The applicant is responsible for the differential of cost between
underground service and overhead service.
An easement will be required from the overhead service to the
transformer.
GTE
GTE would prefer to provide service to this property from We~lsh
Street, with a IOfaot utility easement .to be dedicated alonlg the
northern property 1 ine. (There is no telephone service aloIJlg
either Rock Prairie Road or Welsh Street at this time.)
If the school furnishes conduit, no easement will be required,
but telephone service must be located within 20 feet of electric

power. Coordinate all requirements tvi thGTE.
It was noted by Mr. McCord that if a trench is made for GTE
ser\1ice, perhaps it would be more economical to include
underground electrical ser~,7ice in the same trench, but caution
mustbe.taken to keep utility service as far away from the
playground area as is possible.
LONE STAR GAS COMPANY
Furnish information regarding natural gas requirements to the
company. Include the meter location and the estimated load
requirements.
WATER & SEWER DEPARTMENT

furnished regarding how the lines will be capped and where they
will be cut/capped. Some type of physical barrier or block is
required. Coordinate all water and sewer requirements with that
City department.
Furnish information to the Water & Sewer Department and to the
Fire Marshal's office regarding proposed utilities for fire
protection.
SOLID l\lAS TE DISPOSAL
The driveway which will be used for solid waste truck access (in
the area of the proposed fire hydrant near the southwest corner
of the buildi.ng) must be designated as a No Parking area. E:i ther
signage or painted curbs will be acceptable.
Maintain a minimum driveway width of 15 feet.
FIRE MARSHAL
Fire lanes must be established as designated by the Fire MaI~shal.
Certain curbs must be marked as Fire Lanes. Coordinate with the
Fire Marshal's office.
The proposed locations of the fir~ hydrants appear tobe
acceptab,le.
Sprinkler systems may alter the location of the fire hydrants.
Coordinate requirements tvi th the Fire Marshal and the Buildi.ng
Official.
TheBui Iding Official and the City Attorney advised they hadl no
problems with the proposal as submitted.
PLANNING DIVISION

must be established by the Planning & Zoning Commission, andl can
be addressed at the same time the Condi tional Use Permi t and. site

plan are considered if the applicant desires. It was sugge:sted
to the applicant to include some .type of information regarding
the number of employees ,the number of classrooms, the numb,er of
parking spaces provided by other schools or other districts, etc.
to help the Commission in its evaluation of this proposal.
R~l.!!~!!g~~gJ2!!!g: Ordinance requires that a site of 10 acres
include landscaping points totaling 13,000. The proposed plan
only iIlcludes 6, 900 points. There are no prov is i onsinthe
ordinance to allo~l a variance to the landscaping requirement,
but staff will investigate all areas to determine if an
alternative to the 13,000 point requirement can be found.
Include a note OIl the site plan indicatillg the method to be used
for tvatering t.heplant material (hose bibs or irrigation).
If the trees along the northern property line are to be allotted
the full number of points, they must be barricaded on ial1 sides.
If a need arises to replace any of those trees which nave> bE~en
allowed the maximum total points, that same point number must be
met with any replacement items.
Points shown on the site plan for plant materials labeled tt(~reen
Liriopett are poillts allowed for shrubbery. ttLiriopetf is
considered to be ttgroundcovertf, therefore, the points shown are
incorrect for this material.
H~l.~ig!!~g~: Anyproposedsignage should be included on the site
plan to be considered for a Conditional Use Permit. If it is not
included, anysignage must be issued a separate Conditional Use
Permit.
R~l.e!!!1!ngL~y!!~!~g E~rm!i: The applicant inquired as to the
possibility of beginning construction of this project prior to
the filing of a replat by the developer of the subdivision. Mr.
Callaway stated that staff's ab.ili t~T. to issue a building peI"mi t
is greatly reduced without the filing of a final plat which would
abandon streets/lotsand include some unplatted property which is
a part of this site. He advised the applica.nt to initiate
meetings ~lith the Engineering Division, Planning Division arid
Legal Department to determine if any alternative to the fili.ng of
a final replat can be identified as acceptable to all involved
parties.

RE: Revised Landscape Plan for Rock. Prairie Elementary
Dear Mr. Elder
This letter is t.orequestinwriting a revised Landscape
Plan for Rock Prairie Elementary School. Earlier this
spring I inspected and signed off on the Development
Agreement for the. Landscaping at this school. My approval
of the landscaping was accompanied by my request of an
updated, r.evised landscaping plan . While the school met the
overall point requirements' with no problems,. there were
substantial changes to the original, approved landscaped
plan. Therefore, while. Iwasempowered.to not release the
development agreement until said plan was submitted to us, I
released it. with the schools promise. of submission of the
revised plan.
While I am fully aware of the approach 'of a landscape
variance. procedure for .schools,RockPrairie Elementary must
meet the current ordinance requirements (including a revised
Landscape Plan), until such timeas.a variance might be
requested.

plant types and sizes that. you read to me over the telepflone
sound fine.. The City does need to review and approve }TOtlr
landscaping plan] however. If you will please send at lE~ast
three copies to my attentionr I\AJill review the plan. I
will let you kno\~ if you are above the minimum requirement..
If the plan lueets'the Cityts landscape ol"dinance I will sign
approval and return a copy to you for your files. If you
needmore than this one copy feel free to submit additional
copies forme to sign.

There are two mechanisms in place at present to meet the

occupancy (C. 0.) may be granted for portions of the buildin~1
ready for all final inspections. Employees and equipment mciY be

District may not open the building to the public (students) prior
to receiving a fullC.O.
The letter of credit you refere,ncewil1 allow the filing of the
final plat and thus eliminate the need forth'e development
agreement between the City 'and the Distr let. Adequate public
infrastructure will need to be in place to provide water, SE3wer
and access prior to issuance of the C.O.as wellascomplet.ion of
all build.ing code and zoning requirements.

The requirements contained in the above referenced agreement require that the
public i nfrastructurebe completed or security for thecompleti on be submitted
prior to the filing of the final plat. Peoples Mortgage Company defaulted" on
theoriginaldevelopmentagreementwhichcontaineddesfrable time lines for
the completion of the public infrastructure.. However,followingreorganiza-
tion under a new parent <company (Texas Trust), they have made a commitment to
the completion of the project as origi.nally planned. The loss in time has
made i tnecessarytoflrovidesecurity to. insure that thepubl ic .i nfrastructure
will be completed as planned. .
