AGENDA"ITBM No. 4: 8?-?45: A public hearing on the que tion of granting a :Conditional Use Per~it far a fraternity meeting lodlge at 805C Wellborn Road.: Applicant is Phi Delta Theta Fraternity. Mrs. I~ee described the existing building and explained the request is for a'temporary conditional use permit which will- expire at the end of May, 1988. She referred~to the P.R.C. report prepared following review ofthe subject site plan on ?-22-87,.and .. re orted that ~~P. R.~. recommended' ~a - ~ royal- ~ of~~~~thls - ermlt+ sub echo conditions regarding hours of operation `and uses as specified by the applicant, and as listed on item #1 of t-hat report. - The public hearing was=opened. Eric Dimon, representative of the fraternity came forward and stated that although the hours of operation and fuses shown on his . application remain the same, he wanted to point out that the hours of operation-fore. the first two and one-half weeks of each semester are still undetermined pending the outcome of this application. `He added that the cleanup operations and the signing of the lease are also pending the outcome of this meeting. He added for information purposes that there are two gates opening from the patio whichhavenot been shown on the site plan. ~ _ _ Mr. Brochu asked about the hours of operation from Friday & Saturday nights since there are none indicated on the application: and Mr. Olmon replied that the facility might be ..used as a meeting place before going to another function, but there would be na. scheduled uses of the fac ities for1those.nights. Mr. Moore asked what would happen if this property. is sold and Zynn Williamson, a realtor, spoke from the audience to inform the Commission that the lease :would ga with the sale of the property. Mr. Dresser stated he is sure `there is enough available parking wi h...this :facility, but asked if `.arrangements have been made: for any possible overflow parking to use the Fish Richards lots. Mr. Olmon stated that none had been made, but again M.~. Williamson spoke from the audience to inform the Commission that the ovine of this .property also owns adjacent property which could supply additional parking if alt is required. Discussion followed regarding the type of cleanup and remodeling which..s planned afterwhich no one else `spoke `and the :public hearing was closed. Mr. Dresser mentioned the fact that the P.R.C. has not recommended anything specific, but- his made general ~ comments: Mr. ~rochu--stated---that this :permit -c~o~ld- bf~ .aPP~rc~~~ed. with all recommendations included in the P.R.C. report. N1rs. Kee pointed out that .anything that has to do with compliance to specific codes will have to be done prior tc~ .issuance of a building permit or certificate of occupancy. ~~r. Dresser stated that he has no problem ding this on a temporary basis this one t~.me, but he would not want to have to consider te~parary, permits on a re~;ular bas~.s w~~~~~ ~.re not required to bring at least landscaping up to ordin~.iice requirements.
