Power of Attorney Statement
Ata regularly scheduled meeting of the Board of Trustees of
Aldersgate United Methodist Church held at 7:00 p.m. on March 10, 198-8
at6501E. Hwy..6 Bypass, College Station, Texas, the Trustees present
unanimously approved the following resolution:
That Bobby Hubley, the Church Busincess Admini stra tor of Aldersgate
United Methodist Ch.urch, be granted a Power of Attorney to act as
an Agent of the BOq.rd of Trustees in any and all transactions
concerning the acquiring of a Conditional Use Permit from the City
of College Station, Texas for an Overflow Parking Area on the 5
acres adjacent to the church building.

OUR PROPOSAL
Aldersgate's Trustees and Board view the existing gravel
parking area as only a temporary solution to an immediate
problem. 'I'he second phase of the church's. master plan calls for
an auditorium and office building which will partially lie on the
gravel lot. Theparkingforthe.secondphase calls f.ora lot
along the eastern property line and for another lot north of the
new building.
Aldersgate's TrusteesandBoardunderstandsandagreesw i th
the concerns of the Planning and Zoning Commission to maintain a
high visually aesthetic standard along the East Bypass. The
prel iminary d iscussionsofthe 'I'rusteesand Board expressed a
willingness if required tobegio<fundraisingfor the eastern
property 1 ineparking lot with the. goal to complete the project
during the summer of 1989. The gravel lot would the.nbephased
out or upgraded if funds allowed into a paved access road to the
new.~parkinglot. Thispropo salwoul d.needtobe 0 f fie ia 11 y
approved by the Board and then a Conditional Use Permit
application would be submitted to the city.

at any one time averages between 900 and 1,000; this amount is well under
the facilities use rating oflSOO individuals. It would appear that the
people per vehicle ratio is lower than. average so that many more vehicles
are attempting to park than there are paved parking spaces.
The solution the individual dr.ivers arrived at was to park in the
f,ield along,the,bac.k:side .,of.,.the chureh.blilildiIlg and ,to par,k/;ol1. bot]}
sides of the East Bypass access road for a distance of several hundred
feet. When the field was wet then additional cars were parked along the
access road. This creates a traffic hazard and endangers the people walking
along the access road from their vehicles to the facilities.
A temporary solution to limit the parking along the access road
was to improve the surface of a port ion of the field with gravel in order
to allow more cars to park there and to make that portion oithe field
useableevenunder wet conditions.

The P.R.C.dmet on March..23, 1988 to review the. above project, and
cannot.. .recommendapproval...of. the .p.roject ..as....presented. The
P.R.C.onlyhastheauthority to approve projects if all
ordinance requirements>are met The following ()rdinance
requirements have not been met on this project:
1. Islands have not been included. Islandshelp>tocontrol
traffic flow and enhance safety, as well as to provide
interior green spaces which can be used for landscaping.
2. Landscaping is not being proposed.
3. The parking spaces are not striped. Striping also helps to
control traffic and enhances safety for both vehicles and
pedestrians.
The zoning ordinance also states: tfExceptasotherwise.provided,
all off-s.treetparking areas shall bealdl-weathersurfaced,shall
beinstalled,gradedtodrain, and maintained so as to dispose of
sur-face water accumulated within the area . Parking spaces shall
be so arrangedandmaJrkedastoprovidefor orderly and safe
parking of vehicles. Surfaces and curbing requirements shall be
determined by the City Engineer."

The next logical solution to try then was to improve the

wet weather. The challenge was to do this within thelowcostjno
costrestra in ts. .Ourprayersseemed to be answered when a suppl y
of gravel hauled free to our site was donated, free use ofa
maintainer was offered, anaperator volunteered his time, and the
state highway department granted the church a permit to co<nstruct
an access driveway to the field. (Unfortunately in all the
excitement the need for a city permit was overlooked.) The
existing gravel overflow parking area is the result of the
preceding...........c.ircumstances and dec.i.s.ions..
