SUBJECT: Parking Lot Plan -TemporaryParking Lot for
Aldersgate United Methodist Church at 6501 East Hwy
6 Bypass - 88-416
The P.R.C.met on this date to review the subject project
which. is a gravel, temporary-overflow parking lot being used
at the Aldersgate United Methodist Church. Director of
Planning Callaway read Ordinance No. 1781, which was recently
adopted and revises Section 9.2 of th.eZoning 'Ordinance, to
address standards to be followed when an applicant requests a
temporary parking lot to accommodate overflotal parking which
was unanticipated when the facility was first opened, such lot
providing parking spaces in excess ,of that required by the
zoning ordinance.
Assistant City Engineer Mark Smi.th indicated that the gravel
s.urfaceis acceptable for this "temporary" parkillg lot, and
that the driveway entrance paving proposed from the Frontage
Road to this lot complies with regulations listed under
Standard No. 4 of the amending ordinance.
Mr. Callaway stated that the applicants may find it necessary
for them to periodically water-down the surface of the lot to
control any possible blowing dust, and to comply with Standard
No. 5 of the amending ordinance.

The Fire Marshal will be contacted regarding emergency -vehicle
access to this lot prior to review by the entire Commission on
November 30th. That information will be available at that
meeting.
P&Z Commissioner Dresser requested input from the church
regarding the tftemporaryU nature of this lot, including a
clear statement of intention of the church and justification
for any requested time period. He advised that the
establishment of the allowable 12 month period would be
difficult to address without additional information for
consideration.
Mr. Callaway then read the following paragraph from the
amending ordinance: ttAt the end of the 12 month period the
lot must be brought up to full compliance with parking lot
standards applicable to the use as re,quired by the Zoning
Ordinance ,or the lot, including all paving material must
removed and the area no longer used for the parking of
vehicles. If the lot is removed, >the area must be sodded,
seeded or hydromulched with grass within 10 days of removal.
Driveway access shall be removed and curb and gutter
replaced. tt He added tllat the beginn ing date of the 12 month
period shall be determined by the Commission, which is the
reason Commissioner Dresser requested input regarding this
matter from the applicant.
The applicant was advised that the P.R.C.voted to recommend
approva~ of this temporary lot, but the beginning of the 12
month period of timelvill be determined at the Planning and
Zoning Commission meeting on November 30, 1988 at7 P.M., if
the Commission approves the lot.
The applicant was addi t ionally advised to. provide 6 addi t ional
copies of the site plan to the Planning Division by noon on
November 23, 1988.

order.
The original Si teOevelopment Plan was.. submittedshowi ng two phases
atthetimethecurrent(factlitywasinplanningstage~Phase I
involved the present structures wtthadjacent parking to the South.
Phase 2i ncl uded,the additi on of' Sanctuary"Classrooms and added
parking to,ther51o~thofexisting facility. This was and still remains
a part of the ~1aster Plan.
However, though the Church:pl anned' ong.rowth,the attendance at
services expanded beyond the timetable for the Plan. There.w~re
two Sunday morning services: and attendance at the 10:45 a.m. was
at the near capacity level. This created.problems with parking
as numerous members andguestsw.ere forced to park al ongthe
frontage. road. This conditionw.asr~"gardedasa dangeroushaza rd
and the Sunday 'morning worship was expanded toP three services to
Ispreadl. the congregationa.nd'relievethe parki'ng overload. The

Subse'quentmeetings< bythe< Boardandfrustees proposed a plan to

solution to both parties, which brings us to the present.

Church budgets .areveryunusual plans. They,arelong in the making,
based on the assumption that giving will continue~verydependent
upon local economic conditions, nearly' inflexible for a year at a time
and extremely tight. Aldersgatehasbeeneffected by the tdownturnl
in the economy and has struggled to meet the budgets the past two
years, unsuccessfully I might add. This condition was, further complicated
by the fact that our primary 1 ender (Bui 1 d i ngMortgage) was .Western
National Bank which was closed by the FDIC. The new owner, First State
Bank of .Caldwell, di d not purchase the note even though it hadinever
been delinquent. This made planning very difficult since we dicl not
know what the FDIC pos.ition and plan would be. We have now been
con~actedand are in the process of negQtiatingwith that organization
and also loOking to place the loan with another.iinstitution. Aitthis
time, itis impossible to determine what those costsmtght be and
what effect itwi 11 have on_ the Church and thebadget. The pl an 1 s
to have the matter resolved by January and a consultant is being
hired to conduct this process.
However, the primary purpose of this letter was. to pfG)'iide a clear
statement ofi ntent . Given the.. above...ment ioned condi tionsand his tory,
the position of Aldersgate UnitedJ~ethodist Church is as follows:
The original ~1as ter Pl an has not been <al tered . It remains the intent of the
Church to proceedwfththeaddition of Sanctuary, Classrooms and
Parking at the earliest possible time. The current temporary parking
lot is positioned where the new Sanctuary and Classrooms will be
located. It was the Plan to: attach these new facilities to the
existing structures. New parking would be located to the North
which would provide parking at both ends of complex(North and South).
It is not the intent of Aldersgate to permanently use the existing
temporary lotwhfch would disappear with the advent of Phase 2.
It was also the intent of Aldersgate to comply with the needs and
standards set forth" by The City of CollegeStati on to'thebest of
our abil ity.Therefore, wewould,:request the-following consideration.
Based on the facts avail abl e "Alders,gate would request that the
Commission grant a 12-monthgrace period which would permit time
to comp 1 ete negoti ations >wi ththe. FDIC and ,then define the parameters
of cost in the next- annual budget. ... Those parameters would be the
implementation of Phase 2 or bringin9the temporary parking lot
into full and permanent compliance with City standards.
The budget meetingswouJd,begjnin October 1989 and the results of
that planning coul dbei nsti-tuted i nthe first quarter of the
following year. In the interim, Aldersgate would naturally comply
with any watering. requirements set forth by the Commission and also
any paved entrY,to lot as> may be deemedneccessaryin accordance
with Standard No.40fthe amending ordinance.
