SUBJECT: Site/Parking Plan Review - Loupot'sBookstore to be
located on Lots 9 &10, and parts of Lots 8 & 11, Block
8 West Park Addition subdivision (308 Jersey) 88-403
The P.R.C. only has the authority to approve site plans if all
ordinance requirements are met. The P.R.C. met on this date to
review the subject proposal .and approved the proposal with ,the
followiIlgcondi t ions *:
1. The primary condition for approval is that the applicant must
be successful in his request forvariancesto<the front setback
requirement and the parking requirement which will be considered
by the Zoning Board of Adjustment <on'April 19, 1988.
2. Mr. Riley indicated he has no problems with this proposal if
the applicant is able to use the existing water and sewer lines.
3. Mr. Perry indicate.d no problems and, explained that fire wall
requirements will be 11andled at building . permi t review.
4. Mr. Smith stated that the concrete dumpster pad must be at
the same elevation as the surfacJ~of the adjacent alley which
will be used for access to the dumpster.

5. Mr. Havens stated the available voltage in this area is 120-
240 single phase or .. l20-240.3-phase. Coordinate requirements
with the Electrical Department.
6. Drainage requir.ements provided; compliance is required.
7. City Eng.ineerPullen expressed concern regarding traffic
controlont.his property because there is minimal. stacking space
and/or storage space for vehicles on the site.. He stated that
the applicant/owner should be prepared to provide traffic control
at his own expense during peak use times.
8. Mr. Ellen indicated he has no problems with the proposal, and
the fire wall requirements will be addressed later.
9. Mr. Callaway stated that the Planning staff has determined
that in order tocomp1y with thettreasonabledisbursementtt clause
in the landscape ordinance, it might be prudent to relocate some
of the proposed landscaping toward the front of the site. He
also pointed out the hose bib locations must be identified.
Mr. Callaway asked Mr. Lawrence if the proposed conditional use
permit for an off-site parking lot for this business is denied,
would plans continue to include most of the landscaping to the rear
of the property. Mr. Lawrence replied that they probably would
not. Mr. Callaway stated that if something of that nature should
occur, it isprobab Ie that an addit ional P.R .<C . rev iew of the
site plan. would not be requiredt .but he should coordinate with
the Planning staff.
SUBMIT 10 OR MORE COPIES OF REVISED SITE PLAN TO PLANNING
DEPARTMENT FOR REVIEW AND APPROVAL PRIOR TO CONTINUING WITH STEP
II OF THE BUILDING PERMIT PROCESS INCLUDED WITH THIS REPORT.
*Any changes to an approved site plan must be cleared through the
Planning Division.

In reference to our visits in regard to the open parking area to the rear of the rent
house located at 200 Montclair, College Station, Texas, C.5. Properties will enter
into a lease agreement with you for the sum of $200.00 per month with terms and
conditions that are agreeable to both parties.
This committment is for a time period of thirty days in order to provide time to
reduce this agreement to a ground lease withtheabove agreeable term and
condi t ions. '
