STAFF COMMENTS:
Conditional use perroi tsare granted by tIle Commission,
subject to appropriate conditions and saj[~eguards, wIlen the
Commission finds:
A. That the proposed use meets all the Dlinimum standards
established in the Zoning Ordinance for this type of
use;
B. That the proposed use is in harmony with the purpose and
intent of the zoning ordinance and the plan for physical
development of the district as embodied in the
comprehens i ve plan for the developmellt of the City;
c. That the proposed use will not be detrimental to the
heal th, welfare, and safety of the surrouIlding
neighborhoo~ or its occupants, nor be substantially or
permanently injurious to neighboring property.

The P.R.C. reviewed this project on 9-16-87 and recommends
approval with conditions (refer to P.R.C. report). The
Applicant has submitted sign dimensions and location with
this use permit for review by the Commission.
A use permit was granted for tIlis same property in 1981 for a
church. The permit expired as the project was never built. That
permit included all tllree lots 22, 23 and 24. The actual
building was proposed on lots 22 and 23.
