Rinks are defined as commercial amusements and it is up to the Commission to establish a parking requirement either for skating rinks in general or for a specific project. Mr. Dillard is requesting that the Commission establish a pflrking requirement for skat ing rinks so that he. can liocate a site flnd proceed with site plan review. Attached is a letter from Mr. Dillard indicating a proposed parking ratio for his project. Also attached is a summary of parking requirements from oth€~r Cities relative to skating rinks. Mr. Dillard has not yet located a site for his project but does have a site plan that he intends to use. This. site plan will be available at. the Commission meeting. Bob Epps, Assistant Director of Public Services Bland Ellen, Assistant Fire Marshal Carol Elmore, Assistant City Attorney John Goff, GTE Bill Riley, Water & Sewer Department Shirley Yolk, Planning Technician SUBJECT: Parking Lot Plan - Sandstone Center - 87-400 Private Psychiatric Hospital located south of Barron Road and East of S.H.6 in the Barron Park subdivision The P.R.C. met on December 31, 1986 to review the above mentioned project and recommends approval of the project with the following conditions*: 1. Coordinate electric load data requirements with Ray Havens; furnish a site plan and an electric load data requirement sheet. For a 3-phase overhead line, a 20 foot easement will be required. 2. Coordinate telephone requirements with Laverne Dube of GTE. A 3" minimum conduit will be required from the equipment room to the easement to the south of this project. 3. Coordinate natural gas requirements with Terran Sanchez of Lone Star Gas. Additional easement(s) may be required. 4. Two 6-yard dumpsters will be required; location of dumpster pad as proposed is unacceptable; coordinate location with Bob Epps of the Public Services Department. Maintain minimum of a 50 foot clearance in front of the dumpster to accommodate rear loading trucks. The elevation of the pad must be at the same elevation as the adjacent driving surface. The pad must have a minimum of 12' x 20' interior measurements to accommodate the two 1 P.R.C. (87-400) 12-31-86 page 2 required dumpsters. Consideration should be given to using a commecial compactor for this project. 5. Mark all curbs and island ends as fire lanes. 6. An all weather driving surface must be in place prior to placement of any combustible materials on this site. 7. Provide a Water Distribution Analysis to the Engineering Department. 8. P.R.C. Drainage Statement provided; compliance required. 9. Coordinate the location of all utilities in the easements with the Engineering Department. 10. Relocate the "landscaping phasing line" (as exemplified) maintaining a minimum of 20 feet from project developed area along the northern side, and delete phasing line along south side. PLEASE NOTE: Parking requirements for a facility of this type must be determined by the Planning and Zoning Commission. Consideration of that requirement for this facility will be included on the Agenda for the Planning and Zoning Commis~ion meeting at 7:00 P.M. on January 15, 1987. I was supposed to have sent a letter some time ago suggesting that the Postal Service preferred to maintain its own fire line rather than to dedicate an easement across its site for the. city to maintain it. The U.S. Postal Service will provide maintenance for the 811 water line and fire hydrants on its property.
