That the proposed,use meets all the minimum standards established in the Zoning Ordinance for this type of use; B. That the proposed use is in harmony with the purpose and intent of the zoning ordinance and the plan for physical development. .of the district as . embodied in the comprehensive plan for the development of the City; c. (See sec. 14, Ordinance 1638) The P.R.C. reviewed this project on 8-19-87 and recommends approval with conditions. See attached report. The Commission should address screening.. along the common lot line with the duplex to the east and the request for railroad tie curbing. The P.R.C. report states that screening is a requirement of the Zoning Ordinance. This is true where a commercial project abuts residential development. The ttumbrella" of the use permit allows the Commission some discretion in this matter. The Commission may decide that screening is not appropriate. LOCATION: 1100 F.M. 2818 (Current Peace Lutheran site) PHYSICAL FEATURES: Area: Dimensions: Frontage: 3.5 acres Refer to site plan Approx. 280 feet on Rio Granole; 370 feet 0]1 Airline; 770 feet on 2818 AREA ZONING AND LAND USE: Subject Tract: R-6 - Peace Lutheran Church North: C-N across 2818 - vacant East: R-2 - duplex and R-6 - vacant South: R-2 - duplexes West: R-6 across Rio Grande - Fire substation STAFF COMMENTS: On September 3, 1987 .the Commission.. approved a use permit inclllding a site plan for the expansion of the Peace Lutheran Church. At that meeting there was discussion concerning the parking along the E~ntrance' drive and the ne ighboringres idell t , Mr. Clement, expressed concern. Mr. Clement appealed the Commission ' s approval of the site pial} with specific reference to the parking spaces along the east side of the drive. These spaces face his duplex. The Council heard Mr. Clement's appeal on October 14, 1987. TIley approved his appeal to the extent that the parking spaces along the east side of the drive are to go no closer to Airline than the front of Mr. Clement's duplex. This results in the loss of some 6 pl:lrking spaces. The Council remanded the site plan, once revised, back to the Commission for review. The applicant has relocated the 6 spaces to the rear parking area. Notification was supplied to surrounding property owners with the comment that the public hearing has already been held and any comments will be heard at the Commission's discretion.
