ITEM: Consideration of appealofaconditional use permit granted
by the P&Zfor expansion to Peace LutheranChur,ch located at 1100 F. M.
2818~ Appeal is by Mr. Michael Clements, an adjacent neighbor.
ITEM SUMMARY: On September 3,1987 the P&Z granted a use permit for
theexpans ion of Peace Lutheran Church for a sanctuary and SLn
education wing at the church's existing location. A site plan was
alsoap,proved. The site plan shows a row of parking along e~ither side
ofthe<ent ranee drive . The adjacen tproperty owner, Mr .C:lement s,
also resides in the adjacent duplex .a.nd objects to the row of parking
along the entrance drive facing his residence. In response to his
concern the' Commission imposed a solid 6 foot screenfenice along the
common property 1 inebetween the church and Mr. Clem.ent's dllplex.
At the initial review by the Proje~Review Committee and prior to the
P&Z meeting, the church submitted a site plan without the row of
parking in question and instead showed theprop'osedpark:ing lotto the
rear ofthes ite to be larger. This 'was subsequent ly chiangE~d,to
reflect .parkingalongtheent.rance drive. The Church's irepI"esentative
stated at the P&Zmeeting that this change was proposed!due to cost
primarily with a ~econdary consideration being the existence of trees
which would have to be cut.
The site plan approved by the C,ommission is available in thE~.Planning
Office and will>beavai lable at the October. L4~Q",u~c:~iJ.;~.meet ing.
This appeal is,beingmadeunder Section 14.3. E .of theZonirlg
Ordinance. As outlined in that section the Council's optiOllS in
considering this appeal areas follows:
1. Uphold the decision of the Commission as it was passed,
2. Overturn the decision in its entirety or
3. Rema/rid the case back to the Commission for reconside.ration of
certain and specific points.
