Staff Comments: Conditional use permits ,are granted by the,Commission, subject. to appropriate conditions and safeguards, when the Commission 'finds: A. That the proposed use meets all the minimum standards established in the Zoning Ordinance for this type of use; B. That the. proposed use i.s .in harmony i with the purpose and intent of the zoning ordinance and the plan for physical development of the district as embodied in the comprehensive plan for. the development of the City; c. That the proposed use will not be detrimental to the health,welfare, andisafety of the surrounding neighborhood or its occupants, nor be substantially or pe:rmanent ly injurious to neighboring prop'erty. (See sec. 14, Ordinance 1638) As the Commission will recall, the Zoning Ordinance w.as recently amended to allow the consideration of parkinj~ lots ascondi tional use.s .in all zoning districts . The only request thus far has been the lot "on Jersey near Wellborn Road. which W.:lS considered by the Commission and .. granted in July. The site. plan for this lot in Northgatewas reviewed by the P. R. C. Augus t 5, 1987. TheP. R... C.recommend.ed approval wi th a note to the Commi,ssion to make a determination concerning screening along.the north and. west property lines adjacellt to the reside.ntialuses. The P. R.C. report is attached. There was no P&Z Commiss ioner present for t..heP.R. C . meeting.
