SUBJECT: Conditional Use Permit - Phi Del ta'l'heta Fraternity
Meet ing Lodge t.o be located at 805C Wellborn Road
(former Astraptes nightclub) (87-705)
The P.R.C. onlyh.as the,authority to approve site plans if all
ordinance requirements are met. The P. R. C. mE~ton this date to
review the above mentioned project, and recommends approval of
this proposed project with the following conditions*:
(1) The applicant stated in the meeting that this facility will
be .used only temporarily by the fraternity, aIld the use will be
abandoned by the end of May, 1988. The application was
accompanied by a memo which stated that the proposed u'ses would
be weekly formal meetings on Monday nights, private rush
functions , private mixers throughout the seme~;ter (usually 3 per
semester), storage area for the.properties of. the fraternity, and
a central information distribution center for!the administration
of the operations of the fraternity. The hours of operation were
indicated to be on Sunday from 7:00 P.M. to 9:00 P.M., on Monday
from 7:00 P.M. to 9:00 P.M., on Thursday from 7:00 P.M. to
Midnight, with the first 2 andone-hal f weeks.. of the academic
semester hours pending final date and time selections. The
membership of the fraternity would be limited to 60 active
members and 15-20 pledges. TheP.R.C. would recommend that
approval of this temporary Conditional Use Pel"'mi t include the
conditions provided by the applicant as conditions for approval.

The P.R.C. would additionally recommend that any extension of
this permit require additional review which illcludes upgrading
the facility to meet all ordinance requirements, including
landscaping and parking.
(2) Mr. Epps directed the applicant to indicate on the site plan
the space designated for the location of the one 3-cubic
yard dumpster (12'x12' interior measurements).
(3) Mr. <Havens recommended the applicant h.ave his electrician go
to the sIte with the City's electrical inspector to determine if
the existing service to this facility will be adequate for the
proposed requirements.
(4) Coordinate any telephone requirements with Laverne Dube
of GTE.
(5) A fire hydrant must be located within 300 feet of all parts
of any building as the hose lay. Show the distance from the
existing fire hydrant to this facility.
(6) It was suggested to the applicant that the existing
landscaping be shown and identified on the re",ised plans prior to
P&Z review.
(7) The applicant was instructed to show the square footage of
each part of this building on the site plan.
SUBMIT 10 COPIES OF REVISED SITE PLAN TO PLANNING DEPARTMENT FOR
APPROVAL PRIOR TO NOON ON FRIDAY, JULY 31ST TO BE INCLUDED ON P&Z
AGENDA FOR AUGUST 6TH.
*Anychangesto an approved site plan must "be cleared through the
Planning Department.
