R.C. met on this date to review the subjecti proposal and voted to approve the project with the followingconditions*: 1. Ray Havens, Electr,ical Superintendent forwarded thefoll,owing information: : 8. Electrical service will be fed from the e~isting overhead servi,ce oD.thewest side of the property. Service can be either overhead or underground. If underground service is required, furnish a letter requesting underground servi.ce well in advance. b. Metering will beat one location. c. Furnish electric load data requirements to Electric Department as soon as possible. 2. Harry Davis, Fire Marshal forwarded information that the proposed site plan meets with all requirements of his office. 3. Bill Riley, Water & Sewer division forwarded information that requiremen.ts should be coordinated wi th both the Water & Sewer and Engineering Divisions. 4. GTE representative indicated she has no problems with this proposal; coordinate requirements wi th Laverne Dube of GTE.. 5. Tino Ocon of the Public Serv.ices Department has approved the location of the dumpster. 6. Director of Planning Callaway reminded the applicant that the Commission had previously addressed screening along the southernmost side of the property, and may possi~ly address that issue again at the P&Z meeting on November 5th. 7. City Engineer Pullen referred to the P.R.C. ~eport from the previous review of the original proposal, and infiormed the applicant that all requirements and comments fro_that report are still applicable. Heprov ided a copy of the P. R .Ie. drainage statement and informed the applicant that compliance is required. 8. City Engineer. Pullen then pointed out that the fire hydrant shown at. the most southerly part of the lot appears to be outside the utility easement, and reminded the applicant that the required utility easements can be handled by Separate Instrument. 9. Planning Assistant Johnson informed the applicant that if 110se bibs are.to be used, the locations must be shown on the site pIan, and those locations must be within 150 feet of any landscaping. 10. Kean Register of Lone Star Gas indicated he has no problems with the proposed plan, and the applicant should coordinate requirements with him. SUBMIT 10 COPIES OF REVISED SITE PLANS TO PLANNING DEPARTMENT PRIOR TO NOONONFRIDAY,.OCTOBER 30TH TO BE INCLUDED ON AGENDA FOR P&Z MEETING NOVEMBER 5TH. *Any changes to an approved site plan must be cleared through the Planning Division. R. C.only has .the authority to approve site plans if all ordinance requirements are met. The P.R.C. m~t on this date to review the abovementioned };>roject and recomm,nds approval with the following conditions: .1 (1) Mr. Ellen made the following comments: A. He indicated that all structures will need to be sprinklered and the calculations for the church's water requirements should take this into account . A.llplans must be approved by the State Board of Insurance and if the siamese connection is located on the building the project may lose lor 2 parking spaces B. Due to the distance of the structures from the street, fire lanes will need to marked throughout the ,project. A copy of a new ordinance regulating fire lanes was given to Mr. Graham. C. The fire hydrant in the southwest corner of the project needs to be moved easterly to the edge of the 'island to make it more accessible for fire trucks. (2) Mr. Perry made the following comments: A. He will need to discuss the type of construction required for the buildings with the Archit.ect since all 3 buildings are considered one building connected by walkways. B. The covered walkway must meet the 25 foot building setback line. This is a zoning ordinance requirement. (3) Mr. Epps recomme.nded a 6 y&rd dumps ter to take ca.J;'e of projected growth. of. the church facility with a minimum 12' X 12' pad although the pad shown in.excess of that is fine. Pad should be at same elevation as driveway. Trucks will traverse the entire parking area to reach the dumpster since they are rear loading vehicles, so the pavement should be adequate to handle this activity 6 days a week. (4) Mr. Pullen made the following comments: A. Theproposed.crosswalk in Anderson Street may have to be 'approved by ordinance. Traffic Engineer John' B lack should be consulted. B. The north drive opening should be shifted slightly to the south so that the curb return radius does.not encroach the extension of the property line. c. The 8 foot setback from the right-of-way line to the parking area is an ordinance requirement. The are 2 additional feet in the 25 foot .circulation aisles.that can be used for the setback area. Minimum circulation aisles are only required to be 23f.eet wide. The entire project could also be<shifted to the re;af"'of the property. The site plan does not have to be redrawn to scale but these corrections can be shown simply as dimensions. D. The fact that the 30 foot wide drive openings might not be adequate to handle two-way traffic was obs~rved by Mr. Pullen, but it was emphasized that this is not a requi1rement, only a recommendation. E. ThePRC drainage statement must be observed and it must be indicated to the City Engineer how the drainage onto Anderson Street will be handled. The drainage capacity .of Anderson~7ill need to be considered. All calculations are required prior to the Building permit. (A copy of theP.R.C. drainage statement was provided.) F. The waterline to the fire hydrant, must be in an easement andean be dedicated by separate instrument or, if several easements are involved in the- proj ect, an easement plat maybe .filed. All easements must be 20 feet and legal descriptions submittedtotl1.e Engineering Office. He also pointed out that a blanket easement will be required for the. initialelectricalpowerw:i th a permanent easement granted later for the final.power. G. As a matter of concern Mr. Pullen suggested that a close look be given to the adequacy of the 6 inch waterline to ensure that it will have adequate pressure due to the existence of.other fire hydrants on that line, the necessity of a sprinkler system for the buildings and the elevation of the property. (5) The existing. underground line is not adequate to handle this project. An application for underground service was given to Mr. Graham. If the applicant desires 2 meters, they must both be placed in the same location. (6) Mrs. Dubehanded a site plan to 'Mr. Graham indicating pole location. She pointed out that the telephone connection must be within 20 fewer of the electrical termination and it will be necessary to use conduit to tie all buildings together. Teilephone and electrical may be placed in the same ditch as long as:there is a minimum of 2 feet of separation. (7) Mr. Callaway pointed out that the parking space dimensions shown are minimums and that any space taken for the 8 foot setback should not be taken from the parking spaces. (8) Mrs. Kee made the following comments: A. The pla,n must indicate either an irrigation system for landscaping. or the 10catioIlof hose bibs. All landscape areas must be within 150 feet ofa hose bib. B. Dimension should be indicated for the detached sign shown on the>plan. The sign must meet alO foot setback form the right-of-way line. (9) Mr. Brochu made the following comments: A. He indicated that he would request screening along the single family lots to the west that might conerist of something other that a wooden fence but that should be eonsistent.The P&Z will.make the ultimate decision concernin~ this and the applicant should be prepared to address this issue at the meeting. . I B. He expressed concern over erosion control and silting and the applicant was advised that grass bottom detention ponds have a tendency to silt up, and th.emaintenance is the responsibility.of the property owner. Mr. Brochu was concerned with possible negative impacts of erosion and silting onto Anderson Park. (10) Mr. Moore was concerned wi th the peak usa.ge of the faci 1 i t y and questioned the amount of parking provided. The site plan as shown indicates parking to meet. ordinance requirements. His concern was that. parking not overflow onto And.erson Street. ANY CHANGES TO AN .APPROVED SITE PLAN MUST BE CLEARED THROUGH THE OFFICE OF THE DIRECTOR OFP.LANNING.
