Conditional use permitsaregrranted by the Commission, subject to appropriate conditionsiand safeguards, when the Commission finds: A. That the proposed use meets all the m1n1mum standalrds established in the Zoning Ordinance for this type of use; B. That the proposed use is in harmony with the purpose and intent of the zoning ordinance and the plan for physical development of the district as embodied in the comprehensive plan for the development of the City; c. That the proposed use will not be detrimental to tlle health, welfare, and safety of the surrounding neighborhood or its occupants, nor be substantially or permanently injurious to neighboring property. (See sec. 14, Ordinance 1638) The P.R.C.reviewedthe site plan on June 24, 1987 and recommended approval with certain condit ions. A copy of th~~ P.R.C.report is attached. Intllis particular case the applicant is requesting that the Commission consider the use and site plan only, as a finalized landscape plan has not been prepared. The Commission may either direct the Staff to make a technical review of the landscape plan and include any conditions that the Commission might feel appropriate or the Commission may direct that the landscape plan be brought back before the Commission when the applicant is ready. If a building permit has not been issued within 12 months from the date of approval of the use p.ermlt, the use permit is cancelled. Upon written request the use permit may be apprc)ved for extension for one six month period.
