(b) This site appears to include some 100 year flood J?lain. Any type of.developmentwill require a Flood fllain Development Permit which must>beobtained prior to beginnilng any earthwc)rk on this site. Inaddition,beforeany type of cdnstruction, a drainage study showing the elevations regarding the flood plain will be required. (c) The location of the access drives are acceptable. The width of the drive must be 30 'feet with 25 foot radii from the street into the drive. Show dimensions onplan. (d) The culverts in the ditch must have mowableheadwalls (6 :1. slope) whic.hwill be the same requirements of the High1;vay Department. Coordinate with the Engineering Division for acceptable ',standards to use. i (e) A copy of a memo fromTr.afficEngin~er John Black to City Engineer David Pullen is attached to this report which contains information. regarding driveway widths as well as information regarding the State Highway Department's.' plans for certainstreet/road/highway changes in the immediate vicinity of this site. The applicant's representatives were advised to visit with the Highw,ay Department for more complete i details. (f) When a meeting is held>with the Highway Department, the applicant should address any proposed pedestrian routesfrolm this site to Kyle Field. .. Th.issite is in all area ~nwhichthere may be potential vehicle/pedestrianconflicts bec~use of the heavy traffic on the streets, the adjac.ent apartment complex ,the railroad and the number of people who could b~ travelling from this project' to Kyle Field on foot. I (g) Detailed construction documents of any drainage improvements or easements wi ll.be required. (5) Mr. .Ellen stated that if security gates are included at the entrances to this project, the City must have some type of access guaranteedtobeavailable to emergency vehicles. Mr. Epps concurred, stating that garbage trucks must also be guaranteed access. The applicant 's representative state<lthe owner or manager of the proJect wi 11 provide keys to tIle City for access at the gates as required. (6) A fire hydrant must be located within 300 feet of all parts of any building<as, the hose lay. T.he existing fire hydrant along Wellborn Road belongs to the Unive,rsity,.andE~ven if written permission is<pro,vided for its use, it does DClt meet the distance requirements of the City , therefore an addi tional.' hydrant is required. P.R.C.87-702 6-24-87 page 3 (7) Mr. Riley of the Water & Sewer Departmen~ informed the applicant's representatives that tIle closes~ qity water linE~ is an l8"concretecylin.der under Marion Pugh Dr:iJve .He explained there is a 6" line which runs along the Treehquse Apartment project, and thCit any lines to serve this tradtmust be extE~nded by the developer. Water line extensions and ~asements must be addressed as part of the platting process. (8) Mr. Riley also pointed out there is no City sewer line avai.lable in the vicinity to serve this tract. The representative of the applicant informed the P.R.C. that th.~ devel.oper of the tract has plans to upgrade tb.e sewer line lyhich serves the Treehouse Apartments now with plans to use that same line. Mr. Riley then pointed out that line is still a private line and may become a problem, and additiona1~y, that total refurbishment of that existing linemaybere4uired prior to become a public line. He the stated that par~ of that line is currently located under a structure at the apartment complex, which would make access for maintenance difficult. Sewer line extensions and easements must be addressed as part of the platting process. (9) P&Z representative Walter Wendler stated that he would prefer additional landscaping to" provide additional screenilng between this project and Jersey Street. He recommended that the applicant obtain more prec.ise information regarding the existing trees and flood plain which are located between this site aJod the adjacen t apartmellts since theCommissi on wi 11 ibe interes ted in learning how much buf~ering between this proj~ct and the adjacent residential project is being planned. (Planntng Staff has agreed to investigate any possible alt~rnative scree~ingto accommodate Mr. Wendler's opinion that heavy buffering between this pro.ject and the adjacent project would be preferable to the screening fence which is required by ordinance.) (10) Mr. Wendler also expressed concern regarding the possible future uses of the building on this site since the applicant has stated plans include leasing of the building for meetings andlor parties. His specific concerns include the poss.ib i 1 ity of that building becoming a catering house availablef'or lease to a:ny organization, which could cause an negative impact in the area. (11) Th~landscapeplanprovided is not adequfltetobe considered a final landscape plan. A more detailed landscape plan with additional information will be required before approval can be granted. Applicant is advised to take Commise;ioner Wendler's comments in Item 9 above into consideration when preparing the final landscape plan.
