Staff Comments: Conditional use permits are granted by the Commission, subject to appropriate conditions and safeguards, when the Commission finds: A. That the proposed use meets all the ~inimum standards established in the Zoning Ordinance ~orthis type of use; B. I That the proposed use is in harmony ~ith the purpose and intent of the zoning ordinance and tWe plan for physical development of the district as embodiled in the comprehen$ive plan for the development of the City; . That the proposed use will not be detlrimental to the health, welfare, and safety of the s~rrounding neighborhood or its occupants, nor be substantially or permanently injurious to neighboring property. c. (See sec. 14, Ordinance 1638) The daycare center has operated since 1984 with no complaint or problem that has been brought to the Staff's attenti.on.
