Staff Comments:
Conditional use permits are granted by the Commission,
subject to appropriate condi tions'and safeguards, when tile
Commission finds:
A. That the proposed use meets all the ml.Dll.mUm standards~
established in the Zoning Ordinance fori this type of
use;

B. That the proposed use is in harmony with the purpose and
intent of the zoning ordinance and the l)lan for physical
development of the district as embodiedl in the
comprehensive plan for the developmentbfthe City;
c. That the proposed use will not be detrimental to the
health, welfare, and safety of the surrounding
neighborhood or its occupants, nor be substantially or
permanently injurious to neighboring property.

The Project Review-Commi t tee rev iewed this I)roj ect on
4-22-87 and found that with the inclusion oj~ certain
conditions the site plan and landscape plan.wouldbe in
compliance with the City's regulations. The project will be
phased and this use permit is to include all phases. The
note on the P. R. C. report regarding easemen1i:s concerns thee
relocation of a Lone Star gas line and whether other
utilities may locate in this same easement or whether a n4~W
easement must be dedicated. This issue will be resolved
with the final plat and should pose no problem with the site
plan as it is presented. Staff recommends a.pproval wi th
P.R.C. conditions.
