SUBJECT: Parking Lot Plan - Renovation to existing building
located at 313 College Main Street (Blk 6-7 Lts 21,22
et at Boyett subdivision) to accommodate a Fast Food
Restaurant and a Travel Agency. (87-412)
The P.R.C. only has the authority to approve site plans if all
ordinance requirements are met. A variance to the front setback
requirements was granted at this location in 1983 to cover the
existing setback of this building. The P.R.C. met on this date to
review the subject project, and recommends approval of the
proposal with the following conditions*: .
(1) The Building Official made the following statements:
There will be 1 meter service for this project with an
outside disconnect.
A 1 or Z hour firewall (depending up>n specific uses)
will be required to separate tenants.
Signs must be installed to identify landicap parking
spaces.
(2) Water & Sewer Distribution Supervisor mad. the following
statements:

A fire hydrant must. be installed by the developer to
provide required coverage (located flithin 300 feet of
all parts of the building). Coordirlate construction
documents with the Water & Sewer ani Engineering
Divisions.
If a larger service is required and necessitates an
additional meter, coordinate with Witer & Sewer. The
existing service can be used if it lleets the tenants'
requirements.
(3) The Electrical Supervisor made the folloiing statements:
Submit electric load data requiremelts.
Maintain an 18 foot clearance over :he parking lot.
Voltage availability is limited in 'his area;
coordinate requirements wi th the E 1 ~ctric D i v is ion.
(4) Public Service representative made the f ~llowing statements:
Maintain a 12' x 12' minimum interi r clearance for the
required 3 cubic yard dumpster.
The dumpster pad must be at the sam elevation as
adjacent driving surface.
Do not include walls around dumpster; 6ft raised curbing
to separate the dumpster pad from the adjacent parking
space is acceptable.
(5) The Fire Marshal stated that both sides of the entrance
driving lane must be marked ttFire Lane" from the street entrance
to where the lane meets the driving lane which runs perpendicular
to it.
(6) The Project Review Committee stated the eKisting railroad
ties which are located along the back of the site and the ones
around the island adjacent to the entrance can remain in place,
but all others must be replaced by 61t raised curbing as required
around the new parking lot.
(7) The Project Review Committee also stated that although the
site as it exists meets the landscaping points required by
ordinance, it does not meet the dispersal requirements.
If a revised landscaping plan is submitted, it will be
subject to s.taff review, and if no additional andscaping
plans are made, the PRe requires the addition f either 1
canopy tree at each fr-ont corner of the buildi 19, or 1
canopy tree at the right frollt corner of the b ilding and
several crape myrtles along the front and othe" corner.

Additionally, the landscape notes should be clanged to reflect
the correct species. Eliminate the existing Live oak tree along
the right side of the project and the hackber"y (sugarberry)
trees from the list of items to be counted fo" points.
(8) The City Engineer sent a statement which indi,cated> there may
be drainage problems on the site, but any res)lutionof,any
drainage problem will be the developer's to hlndleasthere are
no public drainage. facilities involved in thi J pro'ject. His
statement further indicated that he notes no ~ngineering problems
with this proposal.
(9) Coordinate telephone requirements with Llverne Dube of GTE.
(10) Coordinate natural gas requirements with Lane Wetherbee of
Lone Star Gas Co.
SUBMIT 10 COPIES OF REVISED PLANS TO THE PLAN lING l;lEPARTMENT
PRIOR TO CONTINUING WITH STEP II OF THE BUILD[NGPERMIT PROCESS.
*Anychanges to an approved site plan must be cleared through the
Planning Department.
