Patterson, Jr., Burris*Patterson Architects Jerry Skibell, 5420 LBJ Freeway Suite 1100, Dallas 75240 Project Review Committee: ~~ Jim Callaway, Director of Plannin~ David Pullen, City Engineer Nancy Sawtelle & Lynn Colson, P&Z Representatives FROM: Others attending: Bob Epps, Assistant Director of Public Services Ray Havens, Assistant Electrical Superintendent Lavern Dube, GTE Bill Riley, Water Distribution Supervisor Coy Perry, Building Official Harry Davis, Fire Marshal Kim Johnson, Assistant Zoning Official Shirley Yolk, Planning Technician SUBJECT: Parking Lot Plan - Addition & Renovations to the B&W Service Station at 601 University Drive - 87-408 (C-NG Zoning District) The applicant, Fred A. Patterson, Jr. explained the proposed and tentative uses for this building are a concept store for Baskin- Robbins in the existing part of the building and a carry-out pizza store for Lil'Caesar's Pizza in the addition. He stated that plans include some limited amount of seating in the stores with additional, seasonal seating outdoors. The P.R.C. determined from this information that the proposed uses will be of less intensity than the proposed use for which a site plan was approved in 1986 (86-429 The Peso Exchange). The P.R.C. only has the authority to approve site plans if all ordinance requirements are met. The P.R.C. met on this date to review the above mentioned project, and approved this proposed project with the following conditions*: (1) Mr. Epps directed the applicant to indicate on the site plan that the space designated for the location of the dumpster is 12' wide. He agreed to locating the 3 cubic yard dumpster (minimum required) in the space which would be considered the third parking space off Stasney Street with the condition that spaces numbered 1 & 2 are signed "No Parking 5 a.m. to 10 a.m." \ to allow access to the garbage truck. The dumpster must be located on a surface the same elevation as the driving surface. (2) Mr. Havens requested electrical information - single or 3- phase service, load data requirements, etc. - as soon as possible so a review can be made by the Electrical Department. (3) Ms. Dube stated GTE has no problems with this request. Coordinate any telephone needs with her. (4) Mr. Pullen stated that curbs and gutters designed to meet City Standards are required along the property lines adjacent to both University Drive and Stasney Streets. He suggested that the applicant make the back of curb the right-of-way line. (5) Mr. Riley stated there will be no problem with the applicant using the existing water and sewer utilities. Coordinate any changes or additional requirements with him. (6) Mr. Perry stated that one parking space and ramps to provide access for the handicapped will be required for this facility. He indicated that parking space #1 would be acceptable as long as it is available for use during all hours of operation. (7) Mr. Davis stated that filling of the underground storage tanks must be done with dry sand or drilling mud. (8) Landscaping as proposed is acceptable. SUBMIT 10 COPIES OF REVISED SITE PLAN TO PLANNING DEPARTMENT FOR APPROVAL PRIOR TO CONTINUING WITH STEP II OF THE BUILDING PERMIT PROCESS. *Any changes to an approved site plan must be cleared through the Planning Department.
